The Faculty of Law at UGM and the Yogyakarta Special Region Attorney General’s Office Hosted a “Suluh Praja” Legal Awareness Session in Wukirsari to Discuss Village Regulations and Waste Management

On Monday (June 2, 2025), the Faculty of Law at UGM, through its Legal Aid Consultation Center (PKBH), in collaboration with the DIY Provincial Attorney General’s Office, successfully held a “Suluh Praja” legal education session at the Wukirsari Village Office in Imogiri Subdistrict, Bantul Regency, DIY Province. This legal outreach program aimed to provide legal insights and knowledge to the attendees—village officials and the surrounding community—regarding common legal issues. This edition of “Suluh Praja” focused on the theme “Formulation of Village Regulations and Waste Management” to provide legal insights regarding the importance of understanding the formulation of village regulations and the various aspects of waste management regulations, with the hope that these can also be integrated into the formulation of Wukirsari Village Regulations.

The event began at 9:30 a.m. with opening remarks by Susilo Hapsoro, S.E., the Head of Wukirsar Village. This was followed by a group singing of the national anthem, “Indonesia Raya.” The event continued with a presentation by Dr. Putri Ayu Wulandari, S.H., M.H., along with a team from the DIY High Prosecutor’s Office, who presented material on the duties, responsibilities, and functions of the civil and public administration divisions within the Indonesian Attorney General’s Office. 

Next, a legal education session was presented by a guest lecturer from the Faculty of Law at UGM. Dwi Haryati, S.H., M.H., presented on the topic “Formulation of Village Regulations” to provide village officials with the latest insights regarding the substance of formulating Village Regulations, including the consultation process and related support. Following that, the presentation was delivered by Anggita Mustika Dewi, S.H., M.Kn., who addressed the topic “Waste Management” to provide insights into various aspects of waste management, penalties, and comparisons with practices in other regions. 

All speakers, both from the DIY Provincial Attorney General’s Office and from the Faculty of Law at UGM, actively participated in the question-and-answer session with village officials. The majority of questions addressed issues related to the principles underlying the formulation of village regulations and sanctions for waste management in Wukirsari Village. The answers to these questions focused on the application of the principle of (constructive) justice as well as the elements of community consensus and aspirations regarding regulations on waste disposal sites and waste management. 

The presentations by all the speakers were delivered in an interactive and engaging manner, facilitating productive discussions. The lecturers also answered participants’ questions clearly and provided practical solutions. It is hoped that this legal awareness session will support SDG Goal 15 by establishing regulations (for terrestrial ecosystems) regarding waste management, SDG Goal 11 regarding the creation of sustainable cities and settlements based on eco-tourism facility planning, and in line with SDG Goal 17 to foster resilient partnerships through environmental tourism certification and strict village regulations, supported by public hearings and community engagement.
