Master of Notary

The Master's Program in Notary is a Strata 2 (S2) Study Program under the Graduate Program of Universitas Gadjah Mada. Along with the change in status of UGM to BHMN and realizing UGM as an international research university, based on UGM Rector's Decree No. 89/P/SK/HT/2006, the implementation of graduate programs that are monodisciplinary management is carried out by the related faculties.

Profil Magister Kenotariatan

The Master of Notary Program (MKn), Faculty of Law, Universitas Gadjah Mada, has been established since the 2000/2001 academic year based on the Decree of the Director General of Higher Education, Ministry of National Education of the Republic of Indonesia No. 80/DIKTI/Kep/2000 concerning the transformation of the Notarial Specialization Program into the Master of Notary Study Program at Universitas Gadjah Mada. This program is a Master’s (S2) level program under the Graduate School of Universitas Gadjah Mada. In line with UGM’s change of status into a State-Owned Legal Entity (BHMN) and its vision to become an internationally recognized research university, and based on Rector’s Decree No. 89/P/SK/HT/2006, the administration of monodisciplinary postgraduate programs is managed by the postgraduate units within the respective faculties.

Although the Master of Notary (MKn) Study Program was only formally established in the 2000/2001 academic year, notarial education at the Faculty of Law, Universitas Gadjah Mada, in fact has a much longer history, beginning in 1949 as one of the departments within the Faculty of Law. At that time, it was part of an academic structure that also included the Academy of Legal Expertise, Economic Expertise and Notary, the Academy of Political Science, and the Academy for Teacher Education in State Administration, Economics, and Sociology. Starting in April 1962, the Faculty of Law at UGM ceased to offer the Notary Department due to a shortage of teaching staff, particularly practitioners. After a nine-year vacancy, on 19 December 1971, the Notary Department at the Faculty of Law UGM was officially reactivated, considering the following:

  1. The government policy which required notarial education to be conducted by the Faculties of Law of public universities at the Specialist-1 (Sp-1) level.
  2. The public’s demand for the reactivation of the Notarial Education Program at the Faculty of Law, Universitas Gadjah Mada.

This Specialist-1 Notarial Education program is specifically designed to prepare graduates who are competent to assume the professional role and responsibilities of a Notary.

In 1999, Government Regulation No. 60 of 1999 concerning Higher Education was issued. This regulation no longer included specialist education within the structure of higher education. Consequently, the Specialist-1 Notarial Education program was required to conform to the provisions of the regulation. In addition, in response to the need to enhance graduate competencies in addressing the challenges of economic development in the era of globalization, notarial education was deemed necessary to be upgraded to the Master’s (Strata 2) level. This change in academic status was formally stipulated in the aforementioned Decree of the Director General of Higher Education No. 80/DIKTI/Kep/2000.

In the context of higher education development in regions outside Java and driven by the initiative of the respective institutions, a Master of Notary (Magister Kenotariatan) collaboration program was established between the Faculty of Law, Universitas Gadjah Mada (UGM), and the Faculty of Law of Universitas Hasanuddin (FH Unhas), the Faculty of Law of Universitas Andalas (Unand), Padang, and the Faculty of Law of Universitas Lambung Mangkurat (Unlam). Beginning in the 2008/2009 academic year, Universitas Hasanuddin was able to operate the program independently. In 2011, the Master of Notary Program at Universitas Andalas also became independent, followed by Universitas Lambung Mangkurat in 2012. Although the formal collaboration with these three law faculties has been concluded, academic development support and institutional relations have continued to be maintained. Students who have not yet completed their studies are still given the opportunity to graduate within the permitted study period, and several lecturers from the Faculty of Law UGM continue to be invited to teach in the respective Master of Notary programs. These collaborations were formalized under Cooperation Agreement No. 334/J.01.H4.FH/I/2006 dated 13 April 2006, Cooperation Agreement No. 1309/J.01.H4.FH/I/G/2008, and No. 461/H8.1.11/U/2008 dated 16 April 2008.

The formulation of the vision, mission, objectives, and targets was conducted by inviting relevant stakeholders and alumni, which was held concurrently with the 63rd Anniversary (Dies Natalis) of the Faculty of Law in February 2011 in Yogyakarta. On that occasion, the postgraduate program management unit, together with the Study Programs, carried out a curriculum review of all study programs under the administration of the postgraduate program management unit. The Master of Notary (MKn) Study Program was also included as one of the programs reviewed, covering its vision, mission, objectives, targets, and curriculum structure. The event was attended by alumni, graduates’ users (employers), lecturers, students, and members of the general public as part of a comprehensive academic consultation and evaluation process.

Mission

  1. Equip the students with juridical competence up to the level of legal discovery and legal formation.
  2. Provide the legal training for the graduates to have the capability to implement the legal discovery towards the cases that submitted to them and capability to formulate the cases on the deed

Learning

Learning Process

The plan for the learning process is embodied in the Semester Learning Plan (RPKPM)

Forms of Learning in the Master of Notary Study Program consist of the following:

  1. Lecture;
  2. Tutorial Sessions or Quizzes;
  3. Seminar;
  4. Laboratorium (tutorial);
  5. Research;
  6. Field Study;
  7. Community Service

Re-registration

Students who wish to continue their studies are required to re-register by paying the tuition fee (Single Tuition Fee). Students who have not paid the tuition fee are not permitted to participate in academic activities in the respective semester. Further provisions regarding the requirements and procedures for re-registration can be accessed on the website of the Directorate of Education and Teaching of UGM  under the announcement on re-registration.

Academic Leave

Students who apply for academic leave must pay attention to the conditions as specified in the Re-registration Announcement on the website Directorate of Education and Teaching of UGM

The application for academic leave is to be submitted through Simaster UGM and will be verified by the Study Program and the Faculty.

Payment Delay

The delay on the payment of tuition fees (UKT) as informed through the website  Directorate of Education and Teaching of UGM can be done by applying through Simaster UGM, and waiting for the verification process. The results of the verification for payment delay can be declared approved or rejected.

A Study Plan

The Study Plan is prepared for 4 semesters including a thesis. Before attending the course in the current semester, students are required to fill out a Study Plan Card (KRS) through the Academic Information System (SIA) Simaster UGM.

KRS contains a number of courses, either one that have been taken or new ones, and/or a thesis that will be taken in the current semester. After students fill out KRS, they will have to wait for the approval of Academic Counselor.

During the process of Study Plan Card filling process or during the study process, if the students experience any difficulties that become a barrier on the learning process, can immediately consult to the Academic Staff, Study Program Secretary, or Head of the Study Program.

 

Weight and Study Period

The study load of students in the Master of Notary Study Program is expressed in credit units (SKS). Students are required to undertake learning activities in accordance with the study program curriculum. Learning activities are divided into two categories, namely coursework activities and research activities, including thesis writing.

One academic year consists of 2 (two) semesters and the Master of Notary Study Program also holds lectures between semesters (intermediate semester).

The study period of the Master of Notary Study Program is at the earliest more than 3 (three) semesters and a maximum of 6 (six) semesters. The length of study is calculated from being enrolled as a student until Yudisium.

Written Examinations for Theoretical Courses

In order to assess whether students have understood and/or mastered the substance or content of a course delivered by the course lecturer, a final semester examination is conducted in accordance with a predetermined schedule. In addition to the final semester examination, course lecturers may also assign specific tasks related to the respective course.

Examinations are conducted solely according to the schedule determined by the Study Program.

Proposal Seminar

All thesis proposals that have been approved by the supervising lecturer are required to be presented in a seminar. Students are expected to promptly register at the Secretariat of the Master of Notary Study Program by submitting three copies of the proposal for seminar purposes. The seminar is generally conducted in an open format and is attended at a minimum by the student concerned, the supervisor, and two examining lecturers. The examination panel is appointed through an official assignment letter issued by the Faculty leadership. The time and venue of the seminar are determined by the Master of Notary Study Program, taking into account the availability of the supervising lecturer and the examiners.

Research Results Seminar

Students who have registered for the thesis course, after conducting their research and obtaining consultation and approval of the research results from their thesis supervisor, are required to register with the Secretariat of the Master of Notary Study Program to undertake a research results seminar. This seminar is conducted in an open format and is attended by the student concerned, the supervising lecturer, and two assessing lecturers appointed through an official assignment letter issued by the Faculty leadership. The seminar materials consist of the background of the study, problem formulation, research method, and research findings, which must be supported by a certificate from the relevant institution in the case of empirical research. The duration of the research results seminar is at least 60 minutes.

Thesis Examination

After the research findings have been analyzed and subsequently written in the form of a thesis, and have obtained approval from the supervising lecturer to be submitted for the thesis examination, students may register with the academic office to schedule the thesis examination. Students may register for the thesis examination no earlier than one (1) month after the implementation of the research results seminar. The thesis examination may be conducted as early as the fourth semester, in accordance with the semester credit package structure.

The thesis examination schedule is determined by the Study Program. The thesis examination committee is appointed through an official assignment letter issued by the Faculty leadership upon the recommendation of the Study Program.
