The Faculty of Law, Gadjah Mada University (UGM), through the Center for Natural Resources Governance Studies (NRGS), has once again established a strategic collaboration with PT Pertamina (Persero) in organizing the Pertamina Mini Master of Law Program 2026, which has entered its third batch. The opening ceremony of this program was held on Monday, April 20, 2026, at the Dharma Wanita Patra Building, Simprug, South Jakarta, as the beginning of a series of learning sessions themed “Legal Clarity in Business and Energy Industry.”
The Pertamina Mini Master of Law Program is a training program designed to strengthen the legal capacity of professionals within the Pertamina Holding Group, particularly in understanding the legal aspects of business and governance in the energy sector. This program is intended not only for participants with a legal background but also for non-legal professionals who need a legal framework for strategic decision-making.
The opening ceremony began with a report on the program implementation plan delivered by Yulius S. Bulo, Vice President of Learning Development at PT Pertamina (Persero). In his remarks, he emphasized that this program demonstrates Pertamina's success in translating business needs into relevant learning and is expected to provide added value to the company's internal capacity development, particularly in preparing future leaders with the ability to apply business and legal thinking.
The next remarks were delivered by the Dean of the Faculty of Law, Dahliana Hasan, S.H., M.Tax., Ph.D., who emphasized the importance of participant discipline in following the entire program, given the comprehensive and applicable nature of the material presented. She also emphasized that this program is expected not only to benefit participants' career development but also to strengthen the synergy between academia and industry.

The program was officially opened by Pertamina Corporate University Senior Vice President Robby Rafid, who highlighted the importance of ensuring that every business policy remains within the law. This is crucial in the complex and dynamic context of the energy industry, where every strategic decision must consider legal compliance and good corporate governance. As part of the opening series, Prof. Dr. Marsudi Triatmodjo also delivered technical information on the program implementation, explaining the curriculum structure, learning schedule, and academic facilities participants would receive during the program.
The event continued with an introductory public lecture delivered by the Deputy Minister of Law of the Republic of Indonesia, Prof. Dr. Edward Omar Sharif Hiariej, S.H., M.H., with the theme "Reconstruction of Criminal Liability of State-Owned Enterprises (SOE) Post-Latest Criminal Code (KUHP) and Criminal Procedure Code (KUHAP)." In his presentation, he highlighted several significant changes in SOE regulations, including the affirmation of SOE employees' position as part of state administrators and its implications for the corporate criminal liability system. In addition, various theories of corporate liability, the concept of Good Corporate Governance, and the importance of standard operating procedures (SOPs) as parameters in assessing business decision-making were also discussed.
The interactive discussion demonstrated participants' enthusiasm, particularly those from non-legal backgrounds, in understanding the legal implications of business practices in the energy sector.
This 2026 Pertamina Mini Master of Laws Program is also aligned with the commitment to achieving the Sustainable Development Goals (SDGs), particularly SDG 4 on Quality Education through the provision of continuous learning opportunities for professionals, SDG 8 on Decent Work and Economic Growth through strengthening competent and adaptive human resources, and SDG 16 on Peace, Justice, and Strong Institutions through enhancing legal understanding, good corporate governance, and a culture of compliance in the energy sector. The synergy between higher education institutions and industry in this program demonstrates the strategic role of multi-stakeholder collaboration in advancing sustainable development in Indonesia.
