On Wednesday, 28 January 2026, the Faculty of Law, Universitas Gadjah Mada (UGM), through its Legal Aid and Consultation Center (PKBH), in collaboration with the High Prosecutor’s Office of the Special Region of Yogyakarta (DIY), successfully conducted a legal outreach program titled “Suluh Praja” at the Wunung Village Office, Wonosari District, Gunungkidul Regency, Special Region of Yogyakarta.
This legal counseling activity aimed to enhance legal awareness and understanding among village officials and local community members regarding legal issues frequently encountered at the village level. The Suluh Praja program carried the theme “Village Land Assets, the Impact of Gadgets on Juvenile Delinquency, and the Merah Putih Village Cooperative Program and Its Differences from Village-Owned Enterprises (BUMDes)”, providing insights into the legal framework governing village land assets (kalurahan land), juvenile delinquency related to gadget usage, as well as the government’s latest initiative, the Merah Putih Village Cooperative Program.
The event commenced at 9:30 a.m. (WIB) with an opening prayer, followed by the collective singing of the Indonesian national anthem, Indonesia Raya. The opening remarks were delivered by the Head of Wunung Village, Mr. Darto. The initial presentation was then delivered by the Civil and Administrative Law Team (Datun) of the High Prosecutor’s Office of DIY, represented by Aryansa, S.H., M.H., along with other members of the Datun team. The presentation highlighted the main duties and functions of the civil and administrative law division of the High Prosecutor’s Office of DIY.
Subsequently, the session continued with presentations from lecturers of the Faculty of Law UGM, namely Dr. Jur. Any Andjarwati, S.H., M.Jur., a lecturer in the Department of Agrarian Law; Diantika Rindam Floranti, S.H., LL.M., a lecturer in the Department of Criminal Law; and Virga Dwi Efendi, S.H., LL.M., a lecturer in the Department of Administrative Law.

The presentation on Village Land Assets was delivered by Dr. Any Andjarwati, emphasizing recent legislative developments and the alignment of village land utilization with the objectives of managing Sultanate Land and Duchy Land, particularly for cultural development, social interests, and community welfare. The topic “The Impact of Gadgets on Juvenile Delinquency” was presented by Diantika Rindam Floranti, who stressed the importance of responsible and informed gadget use. She highlighted that misuse of gadgets may lead to various criminal acts, including cyberbullying, personal data theft, and Online Gender-Based Sexual Violence (OGBSV). In line with this, Aryansa from the High Prosecutor’s Office of DIY added a reflective remark: “In the past, your words were your tiger; today, your gadget is your tiger.” Furthermore, the topic “The Merah Putih Village Cooperative Program and Its Differences from BUMDes” was presented by Virga Dwi Efendi, who emphasized the fundamental principles of establishing the Merah Putih Village Cooperative, including voluntary membership, democratic management, members’ economic participation, independence and mutual cooperation, as well as transparency and accountability.
All speakers, both from the High Prosecutor’s Office of DIY and the Faculty of Law UGM, actively engaged in discussions during the question-and-answer session with village officials and community members. Most questions addressed issues related to waste management as well as land administration and land disputes in Hargobinangun Village, which remain ongoing challenges requiring collaborative solutions involving all relevant stakeholders.
The presentations were delivered in an interactive and engaging manner, fostering productive discussions throughout the session. The speakers provided clear and solution-oriented responses to participants’ questions. This legal outreach program is expected to contribute to SDG Goal 4 (quality education) by enhancing legal literacy, Goal 8 (decent work and economic growth), Goal 16 (peace, justice, and strong institutions) starting from village governance, and to strengthen partnerships in line with Goal 17 (partnerships for the goals).
