On Friday, July 17, 2026, the Faculty of Law, Universitas Gadjah Mada (FH UGM), through its Center for Legal Consultation and Legal Aid (PKBH), successfully organized a legal education and legal consultation program at the Class IIB Women's Correctional Institution (Lapas Perempuan) Yogyakarta. This initiative represents one of PKBH FH UGM's concrete efforts to fulfill the University's community service mission as part of the Tri Dharma of Higher Education. The multi-helix program brought together various stakeholders, including faculty members, students, and legal practitioners, to deliver direct legal services and education.
The legal education program commenced at 9:30 a.m. (WIB) in the main hall of the Class IIB Women's Correctional Institution Yogyakarta. The event was officially opened by the Head of the Institution, Mrs. Mardiati Ningsih, who expressed her appreciation for the collaboration in providing legal education and consultation services as an important effort to broaden incarcerated women's access to legal assistance. The program featured two distinguished faculty members as keynote speakers, each delivering presentations on different legal topics.
Prof. Dr. Heribertus Jaka Triyana, S.H., LL.M., M.A. delivered a presentation entitled "Introduction to Women's Correctional Institutions: The Implementation of the New Indonesian Criminal Code (KUHP) within the Criminal Justice Process." During his presentation, he explained the fundamental changes introduced by Indonesia's new Criminal Code (KUHP) and their implications for the criminal justice system, particularly in relation to the correctional process and the protection of the rights of incarcerated women. His presentation aimed to enhance participants' understanding of the ongoing reform of Indonesia's criminal law and to improve legal awareness regarding the rights and obligations of inmates throughout the judicial and correctional processes.
Meanwhile, Niken Subekti Budi Utami, S.H., M.Si. presented a session entitled "The Concept, Importance, Procedure, Objectives, Benefits, and Requirements for Filing a Judicial Review under the Latest Legal Provisions." In her presentation, she systematically explained the concept of Judicial Review (Peninjauan Kembali/PK) as an extraordinary legal remedy, including its legal basis, eligibility requirements, filing procedures, objectives, and recent legal developments. The session was designed to provide participants with a comprehensive understanding of the Judicial Review mechanism, enabling incarcerated persons to better understand their legal rights whenever legitimate grounds exist for pursuing this extraordinary legal remedy. Both speakers delivered their presentations in a clear, engaging, and accessible manner, making the legal concepts easier for participants to understand.
Alongside the legal education sessions, the program also featured a Legal Consultation Service Desk, facilitated by Sukiratnasari, S.H., M.H., who provided legal opinions and one-on-one consultations regarding various legal issues raised by the incarcerated women. Through this consultation service, participants not only gained theoretical legal knowledge from the educational sessions but also had the opportunity to discuss their individual legal concerns directly with an experienced legal practitioner, thereby receiving more practical and personalized legal guidance.
The Legal Education and Legal Consultation Program at the Class IIB Women's Correctional Institution Yogyakarta is closely aligned with the Sustainable Development Goals (SDGs). In particular, the program contributes to SDG 4: Quality Education by providing inclusive and sustainable legal education for incarcerated women. It also supports SDG 16: Peace, Justice and Strong Institutions by strengthening legal literacy and expanding access to justice through direct legal consultation services delivered by legal professionals. Furthermore, the program reflects the implementation of SDG 17: Partnerships for the Goals through the collaboration between the Faculty of Law, Universitas Gadjah Mada, through the Center for Legal Consultation and Legal Aid (PKBH FH UGM), and the Class IIB Women's Correctional Institution Yogyakarta in delivering a community engagement program focused on legal empowerment, capacity building for incarcerated women, and strengthening institutional collaboration to promote broader and more sustainable access to justice.
Through the implementation of this program, the Faculty of Law, Universitas Gadjah Mada, through the Center for Legal Consultation and Legal Aid (PKBH FH UGM), reaffirms its commitment to carrying out meaningful community service that not only expands access to legal education and legal services but also makes a tangible contribution to achieving the Sustainable Development Goals (SDGs). The synergy between higher education institutions and correctional institutions is expected to serve as a sustainable model for fostering a more legally aware, equitable, and inclusive society.
