Signing Of A Cooperation Agreement Between The Faculty Of Law At UGM And Rutan Yogyakarta

On Monday, May 18, 2026, the Faculty of Law at Universitas Gadjah Mada (FH UGM) and Rumah Tahanan Negara Kelas IIA Yogyakarta (Rutan Yogyakarta) officially signed a Cooperation Agreement regarding the Implementation of Cooperation in the Field of the Tri Dharma of Higher Education. The signing of this MOU serves as a means to enhance the community service performance of FH UGM, particularly through its Pusat Konsultasi dan Bantuan Hukum (PKBH). The implementation of these activities also represents FH UGM’s concrete commitment to supporting the achievement of the Sustainable Development Goals (SDGs). Specifically, this aligns with Goal 4 (providing legal education and outreach to the community), Goal 16 (promoting peace, justice, and building inclusive institutions), and Goal 17 (forging partnerships to achieve better outcomes).

At the signing of this MoU, the Faculty of Law, UGM, was represented by Ms. Dahliana Hasan, S.H., M.Tax., Ph.D., as Dean; Ms. Diantika Rindam Floranti, S.H., LL.M., as Head of the Partnership & Development Unit; Mr. Virga Dwi Efendi, S.H., LL. M., as Secretary of PKBH, and several part-time students involved. Meanwhile, the Yogyakarta Detention Center was represented by Mr. Tri Agung Arianto, A.Md.IP., S.H., M.Hum., M.Kn., as Head of Rumah Tahanan Negara Kelas IIA Yogyakarta along with his staff.

The event began with an opening ceremony, a joint prayer, and the singing of the national anthem, “Indonesia Raya,” followed by welcoming remarks from both parties. In her warm remarks, the Dean stated that this activity should not be viewed as merely ceremonial. Essentially, this cooperation agreement opens the door to the true reality regarding the conditions and challenges at the Yogyakarta Detention Center. In line with this, the Head of the Detention Center explained the shift in the paradigm of the national criminal law concept, which has evolved from a retributive approach to one of social reintegration. Legal education and guidance to disseminate this understanding are essential to ensure that the concept of social reintegration for those facing legal proceedings can truly be realized. Following the opening remarks, the agenda proceeded with the signing ceremony of the MOU, the presentation of plaques and souvenirs, a photo session, and concluded with closing remarks.

The signing of this MOU marks a strategic step for the Faculty of Law, UGM, and the Legal Aid Center to enhance the impact of legal education and other legal services provided to the community. This collaboration not only embodies the Tri Dharma of Higher Education but also aligns with the Tri Dharma of Correctional Officers, one of whose primary functions is rehabilitation. It is hoped that all programs outlined in this MoU will consistently contribute positively, particularly in strengthening the relationship between the law and the community.
