UGM's Master of Laws Program, Jakarta Campus, in partnership with the Urban Poor People's Network (JRMK), held a legal study session on resolving land disputes affecting urban poor residents in DKI Jakarta Province, on Sunday, August 21. Held at the Kampung Muka Community Hall, the session was attended by UGM's Master of Laws study team, JRMK, a representative from Universitas Indonesia's Faculty of Architecture, and Kampung Muka residents, including members of the local cooperative and community leadership.
The session opened with remarks from Komarudin, Chairman of the Kampung Muka Cooperative. He noted that since the issuance of Governor's Decree No. 878/2018, concerning the Task Force for Implementing Village and Community Restructuring, the organization of Kampung Muka's village and community affairs has become more orderly — a development he described as progress for the local residents.
The session continued with a discussion between Kampung Muka residents and the study team from UGM's Master of Laws Program and JRMK. Based on a presentation by Gugun, it emerged that the root of the dispute involves a land claim by PT KAI (Indonesia's state railway company) over land in RW 04, based on a historical grondkaart (Dutch colonial-era land map) as evidence of control. Local residents, in turn, explained the history of their own land tenure and use in the area.
The study team then engaged residents in further discussion, explaining the legal aspects residents needed to understand regarding this dispute.
