The Legal Consultation and Aid Center at the Faculty of Law, Universitas Gadjah Mada (PKBH FH UGM), together with the High Prosecutor's Office of the Special Region of Yogyakarta (Kejati DIY), held a legal outreach session as part of its assistance in drafting the Draft Kalurahan Regulation on the Government Work Plan (RKP) of Margosari Kalurahan, Kulon Progo Regency. The event, held on Monday (21/9/2026) in the Study Center Room at the Faculty of Law UGM, was attended by Kurniawan Andy Nugroho, S.H., M.H., Sudi Hanjendro, S.H., and Semi Hastuti, S.H., M.H. from Kejati DIY; Yoga Nurhidayat Prabawa, S.Pd., Harjono BSW, Wahyu Dimas Nurhermawan, S.Pd., and Zulkhairan Efendi T. from Margosari Kalurahan; as well as the FH UGM Outreach Team, consisting of Dr. Mahaarum Kusuma Pertiwi, S.H., M.A., M.Phil., Al Rafie Putra Rico Suud, Arnandito Raffaxelliano Ratifandi, Efraim Daniel, Maytri Gestart Ignatius, Muhammad Ilham Wicaksana, Muhammad Imam Maulana, Nathan Radot Zudika Prasian Sidabutar, Rachma Ananda Sulaiman, and Wahyu Fajar Nur Rohim.
The activity forms part of legal assistance for the kalurahan government in drafting regulations that can serve as guidelines for preparing the RKP on an ongoing basis. The assistance is directed at ensuring the draft has a clear legal basis, opens space for public participation, and can be adapted to the needs and capacities of Margosari Kalurahan.
During the session, the FH UGM Outreach Team presented two drafts: the Draft Kalurahan Regulation on guidelines for preparing the RKP, and the Draft Kalurahan RKP for 2027. The first was prepared as a guideline that can be used in preparing the RKP each year, while the second sets out the development plan for Margosari Kalurahan for 2027. Both were drafted with attention to legal certainty, transparency, accountability, and community involvement in the planning process.
The assistance also discussed the development planning mechanism so that community proposals can connect with the RKP drafting process and the kalurahan budget. The Kalurahan Deliberation and the RKP Kalurahan Planning Deliberation serve as important spaces for discussing development priorities, evaluating the implementation of previous programs, and refining plans based on community needs and the kalurahan's financial capacity. The draft also opens space for participation through deliberations, visits to padukuhan, and consultations with the regional government.
In the discussion session, the Margosari Kalurahan Government raised a number of challenges it faces in carrying out development planning. Limited budgets and the many programs that must be fulfilled mean not all community proposals can be realized. This situation also affects the reduction in the volume of activities that had been planned. Even so, the planning process is still carried out by setting priority scales in line with the kalurahan's financial capacity.
Margosari Kalurahan officials also highlighted the gap between the plans that have been drawn up and the capacity for implementation on the ground. A number of activities planned in community forums cannot all be included in the RKP due to funding constraints and the presence of mandatory activities. This becomes an important consideration so that the regulations drafted do not merely provide an ideal picture, but can also be applied in line with the real conditions of kalurahan governance.

Kejati DIY then provided a number of inputs on the draft, particularly regarding the accuracy of nomenclature and the legal basis used. The use of the terms desa and kalurahan in the draft needs to be adjusted to the applicable provisions. There were also inputs to take into account regulations on regional government, village authority, and the provisions on the Special Status of the Special Region of Yogyakarta. These inputs serve as material for refinement so that the draft has a more appropriate and consistent legal basis.
The discussion also addressed the need to balance the quality of regulation with the kalurahan government's capacity to implement it. The FH UGM Team emphasized that the draft that has been prepared is not intended to be applied immediately without adjustment, but can serve as material to be continuously refined based on the conditions and needs of Margosari Kalurahan. The potential for strengthening revenue sources and optimizing the role of BUMDes was also part of the discussion in looking at room for developing the kalurahan's capacity.
Through this activity, the assistance is expected to help Margosari Kalurahan draft regulations that not only have legal certainty, but are also relevant to the conditions of the community and the capacity for governance at the kalurahan level. Collaboration between academics, law enforcement officials, and the kalurahan government provides a space to bring together legal aspects and practical needs on the ground, so that the resulting regulations can support development planning that is more transparent, accountable, and participatory.
The activity is also expected to support the realization of the Sustainable Development Goals (SDGs), particularly SDG 16 on Peace, Justice, and Strong Institutions, through strengthening legal certainty, accountable governance, and community participation in drafting regulations at the kalurahan level.
