Faculty of Law UGM and the Civil and State Administration Division of the DIY High Prosecutor's Office Assist in Drafting the Tirtomartani Kalurahan Regulation on Kalurahan Levies

On Wednesday (16/9/2026), the Faculty of Law UGM held a meeting as part of its assistance program for the drafting of a Kalurahan Regulation together with the Civil and State Administration (Datun) Team of the High Prosecutor's Office of the Special Region of Yogyakarta and the Government of Tirtomartani Kalurahan. The meeting was part of the assistance in drafting the Tirtomartani Kalurahan Regulation on Kalurahan Levies. 

This activity was carried out in the context of implementing the Tri Dharma of Higher Education, particularly community service, through collaboration between the Faculty of Law UGM, the Datun of the DIY High Prosecutor's Office, and the Government of Tirtomartani Kalurahan. The assistance in drafting the Kalurahan Regulation is expected to serve as one form of academic contribution by the Faculty of Law UGM in supporting the administration of kalurahan governance through the drafting of regulations that suit the needs of the community and the applicable legal framework.

The activity also supports the achievement of the UN Sustainable Development Goals (SDGs), particularly SDG 4 on Quality Education through education and assistance in the process of drafting the Kalurahan Regulation, SDG 16 on Peace, Justice, and Strong Institutions through strengthening governance and regulatory capacity of the kalurahan government, and SDG 17 on Partnerships for the Goals through cooperation between universities, law enforcement institutions, and the kalurahan government.

 

The assistance was attended by Dr. Airin Liemanto, S.H., LL.M. from the Faculty of Law UGM as a resource person, accompanied by Adetia Surya Maulana, S.H., Sahl Radian Setyaki, S.H., Ruth Jessieca Margareth Togar, S.H., and Faizal Cahya A. From the Datun Team of the DIY High Prosecutor's Office, the activity was attended by Agung Purwoto, S.H., M.H., Paulus Krisna Hadi, S.H., Herlina Nur'aini, S.H., Nafi'uddin, S.H., and Titin Sumarni. Meanwhile, the Government of Tirtomartani Kalurahan was represented by H. Indra Gunawan, S.H., Nurdin Hikmawan Mulyandi, S.E., Saptati Andarini, Louis Teguh Kurniawan, S.Psi., and Bekti Susanto.

The assistance activity was carried out through a meeting between the academic team of the Faculty of Law UGM, the Datun Team of the DIY High Prosecutor's Office, and the Government of Tirtomartani Kalurahan to provide input on the draft Kalurahan Regulation being prepared. The assistance is expected to help the Kalurahan Government produce a draft regulation that has an adequate legal basis and can be applied in accordance with the needs of governance at the kalurahan level.

The activity ran well and forms part of the continued synergy between the Faculty of Law UGM and the High Prosecutor's Office of DIY in implementing community service. Through the direct involvement of the Government of Tirtomartani Kalurahan, this collaboration is expected to produce a concrete output in the form of a draft Kalurahan Regulation on Kalurahan Levies while strengthening the quality of regulatory drafting at the kalurahan level.
