Supporting the SDGs, UGM's Faculty of Law Highlights the Dynamics of Mapping Law in a Seminar on Natural Resources and the Environment

The Faculty of Law, Universitas Gadjah Mada, through the Department of Agrarian and Environmental Law, once again demonstrated its commitment to sustainable legal and environmental development by holding a Seminar on Natural Resource and Environmental Economics entitled "Mapping Laws that Guarantee Legal Certainty in Natural Resource Management and Its Dynamics in Indonesia" on Friday, May 9, 2025. The event was attended by Master of Law (MIH) and undergraduate students from the Faculty of Law, as well as Heads of Land Offices throughout the Special Region of Yogyakarta Province. The seminar featured two prominent speakers: Prof. Dr. Cecep Subarya, M.Surv.Sc., a mapping expert, and Prof. Dr. Ir. Akhmad Fauzi, M.Sc., an expert in natural resource and environmental economics. The seminar was moderated by Dr. Jur. Any Andjarwati, S.H., M.Jur.

Prof. Cecep Subarya highlighted the importance of geospatial information technology-based mapping law and legal certainty, highlighting the dynamics of the national mapping system from the era of the Basic Agrarian Law to the implementation of the One Map Policy (KSP). He emphasized that the combination of technical accuracy and legal validity in mapping is the foundation for fair, efficient, and spatially non-misleading natural resource management. Meanwhile, Prof. Akhmad Fauzi explained various paradigms of natural resource economics, from conservation to bioeconomic perspectives, as well as the challenges of managing shared resources that risk the tragedy of the commonsHe also highlighted issues such as the unequal distribution of natural resource benefits (commonize cost, privatize profit) and the weakness of economic instruments in Indonesian natural resource policy.

Through this seminar, the Faculty of Law of Universitas Gadjah Mada (UGM) not only encouraged strengthening academic capacity but also made a tangible contribution to achieving the Sustainable Development Goals (SDGs). This seminar supported SDG 15 on Terrestrial Ecosystems by promoting land and resource governance based on accurate and legally valid spatial data. On the other hand, SDG 16 on Peace, Justice, and Strong Institutions is reflected in the emphasis on the importance of legal certainty, transparency, and fair governance in resource management. Furthermore, discussions on wise and non-exploitative resource consumption also support SDG 12 on Responsible Consumption and Production. Furthermore, considerations regarding the integration of bioeconomy policies and the use of environmental indicators, such as nighttime satellite imagery analysis, contribute to SDG 13 on Climate Change Management and SDG 7 on Affordable and Clean Energy.

This activity reflects the fact that natural resource management is not solely a technical or economic issue, but also a legal issue that requires certainty, data integrity, and a sustainable approach. In this spirit, the Faculty of Law, Universitas Gadjah Mada (UGM), remains committed to being a center for critical and constructive studies in responding to the challenges of sustainable development in Indonesia.

Through this forum, the Faculty of Law, Universitas Gadjah Mada (UGM), demonstrates its active role in developing a generation of legal thinkers and policymakers who are aware of the importance of spatial science and environmental economic approaches in maintaining the sustainability of Indonesia's natural resources.
