On Wednesday, June 4, 2025, the Faculty of Law at UGM, through its Legal Aid Consultation Center (PKBH), in collaboration with the DIY Provincial Attorney General’s Office, successfully held a “Suluh Praja” legal education session at the Kulon Progo Village Office in Panjatan Subdistrict, Kulon Progo Regency, DIY Province. This legal outreach program aimed to provide legal insights and knowledge to the attendees—village officials and the surrounding community—regarding common legal issues. This edition of “Suluh Praja” focused on the theme “Leasing of Traditional Markets and Alternative Dispute Resolution” to provide legal insights regarding the validity of market leases and the steps that can be taken to resolve disputes outside of court.
The event began at 10:00 a.m. local time with opening remarks by Mr. Agus Prihatno, Head of the Bojong Subdistrict, followed by a group singing of the national anthem, “Indonesia Raya.” The event continued with a presentation by Ye Oceng Almahdaly, S.H., M.H., along with a team from the DIY High Prosecutor’s Office, who presented material on the duties, responsibilities, and functions of the civil and public administration divisions within the Indonesian Attorney General’s Office.
Next, the legal education session was led by a guest lecturer from the UGM Faculty of Law, Dr. Ninik Darmini, S.H., M.Hum., who presented on the topic “Leasing in Traditional Markets” to provide village officials with the latest insights regarding kiosk leasing, the elements of lease agreements, and the transfer of such agreements within traditional markets. Next, the presentation was delivered by Prof. Dr. Tata Wijayanta, S.H., M.Hum., who addressed the topic “Alternative Dispute Resolution” to provide insights on aspects of labor law, employment contracts, labor issues, and labor social security. All speakers, both from the DIY Provincial Prosecutor’s Office and UGM Law Faculty faculty members, actively engaged in discussions during the Q&A session with village officials. Most questions addressed issues related to the validity of land deeds and traditional markets, with answers focusing on land validity in traditional markets and the legal basis for contractual obligations.
The presentation of material from all speakers was packaged in an interactive and interesting form, so that a good discussion was carried out. The lecturers also answered questions from the participants clearly and satisfactorily. The implementation of this legal counseling is expected to be able to support the 8th point of the SDGs in terms of realizing decent work and economic growth, the 10th point of the SDGs in terms of reducing inequality by creating and protecting rights in employment, the 11th point of the SDGs in creating sustainable cities and settlements based on good utilization of village treasury land, participating in efforts to strengthen inclusive and peaceful communities according to the 16th point of the SDGs to create peace, justice, and resilient institutions starting from the kalurahan government, and strengthening partnership relationships to achieve better goals according to the 17th point of the SDGs.
