Academic-Police Collaboration: Enhancing Investigators’ Capabilities Through Training on the Criminal Code

On Tuesday, June 3, 2025, the Anton Soedjarwo Building at the Yogyakarta Regional Police Headquarters hosted an important event aimed at enhancing understanding of the latest provisions in the Criminal Code (KUHP). This event, known as the Capacity Building Training (Latkatpuan), was specifically designed for investigators and police officers to deepen their knowledge of the legal framework governing their duties. The Latkatpuan was attended by the DIY Regional Police Chief, Brig. Gen. Pol. Anggoro Sukartono, S.I.K., and the DIY Deputy Regional Police Chief, Brig. Gen. Pol. Eddy Djunaedi, S.I.K., as well as senior officials of the DIY Regional Police.

Dr. Muhammad Fatahillah Akbar, S.H., LL.M., a leading professor of criminal law at the Faculty of Law, Gadjah Mada University, served as the keynote speaker at this event. His expertise in criminal law is expected to provide valuable insights into the complexities of the Criminal Code, particularly those sections directly related to the responsibilities of police investigators.

This Latkatpuan training will focus on several key aspects of the Criminal Code, including criminal offenses, criminal conspiracy, preparation, attempt, complicity, criminal liability, corporate liability, sentencing guidelines, and the statute of limitations. These topics are crucial for police personnel to understand, as they frequently encounter them in their daily work.

One of the main objectives of this training is to equip investigators with the knowledge to determine what constitutes a criminal offense and what does not. This understanding is essential to ensure that investigations are conducted within the legal framework and that justice is effectively upheld.

In addition, this training will cover how to identify perpetrators of criminal offenses. Understanding the elements of a criminal offense is essential for investigators to build a strong case and ensure that the right individuals are held accountable for their actions.

Participants will also learn how to analyze the elements of a criminal offense, which is essential for establishing the facts of a case. These analytical skills will enable investigators to distinguish between different types of criminal conduct and apply the appropriate legal standards.

Another key area to be discussed is how to determine when an investigation should be terminated. Knowing when to terminate an investigation is just as important as knowing how to initiate one, as this can prevent unnecessary legal complications and ensure that resources are used efficiently.

The event will be moderated by AKBP Joko Hamitoyo, S.H., M.H., Head of Sub-Directorate II/Special Crimes at the Special Crimes Investigation Directorate of the Yogyakarta Regional Police. His experience in law enforcement will complement Dr. Akbar’s academic expertise, creating a comprehensive learning environment for the participants.

The participants in this training consisted primarily of members of the Yogyakarta Regional Police Criminal Investigation Unit and its support staff. This collaboration between academics and law enforcement reflects the importance of civil society partnerships in achieving the Sustainable Development Goals (SDGs). Specifically, this initiative contributes to SDG 4: Quality Education, by enhancing the professional capacity of law enforcement officers through training grounded in cutting-edge academic knowledge; SDG 16: Peace, Justice, and Strong Institutions, by strengthening investigators’ understanding of fair and procedural criminal law; and SDG 17: Partnerships for the Goals, by fostering collaboration between higher education institutions and law enforcement agencies.

By enhancing police investigators’ understanding of the Criminal Code, this event aims to improve the overall effectiveness of law enforcement in Indonesia, thereby contributing to a more just and equitable society.
