The Master of Notarial Law Program at the Faculty of Law, Universitas Gadjah Mada (FH UGM), conducted its second installment of legal outreach on Thursday morning, June 2, 2022. Hosted in Krembangan Village, Kulon Progo, the assembly featured expert insights from Dr. Sulastriyono, S.H., M.Si., representing FH UGM's Department of Customary Law, alongside Burhan Albar, S.H., M.Kn., who shared his perspective as a practicing Notary and Land Deed Official (Pejabat Pembuat Akta Tanah/PPAT).
The proceedings commenced with opening remarks from Dr. Destri Budi Nugraheni, S.H., M.Si., in her capacity as Head of the Master of Notarial Law Program, and Samiran, the Head of Krembangan Village. The seminar then moved into a presentation by Burhan Albar, who examined the fundamental roles and professional mandates of Notaries and PPATs, with a specific focus on agrarian affairs. He characterized Notaries and PPATs as essential facilitators in the land registration process, tasked with drafting authentic deeds that provide legal protection for rights holders. Furthermore, he underscores the necessity for public vigilance regarding land transactions, noting that fraudulent practices in deed preparation remain a significant challenge in real-world legal practice.
The second segment was delivered by Dr. Sulastriyono, S.H., M.Si., who highlighted the engagement as a vital conduit for institutional synergy. He noted that while academic representatives contribute foundational legal theories, community residents offer profound insights into the practical application of law and the social challenges encountered within their environment. He further explained that legal dimensions permeate every aspect of human life, urging particular attention to the unique characteristics of land tenure in the Special Region of Yogyakarta. Historically, such lands are rooted in the holdings of the Sultanate, with their management and legal status currently governed by Yogyakarta's Special Autonomy Regulations (Peraturan Daerah Keistimewaan DIY).
Following the presentations, participants engaged in an interactive Q&A segment. The robust volume of inquiries raised by the attendees reflected the strong enthusiasm and active engagement of the community throughout the outreach program.
