Datun Suluh Praja Legal Outreach at Ngestiharjo Village

Ngestiharjo, Monday, June 12, 2023 -- The Datun Suluh Praja Legal Outreach, a collaboration between Kejati DIY and the UGM Faculty of Law, successfully held its second round of 2023 at Ngestiharjo Village, Bantul. The session, attended by village officials (Pamong Praja) and local residents, aimed to deepen legal knowledge -- particularly within the village -- to strengthen performance, synergy, and the capacity to address legal issues arising within the village. In keeping with the problems and issues affecting the village, this edition's theme was Licensing and the Use of Village Cash Land.

To support this session, the Faculty sent three resource persons with relevant expertise: Ardianto Budi Rahmawan, S.H., LL.M., a lecturer in the Department of State Administrative Law; and Dr. Sulastriyono, S.H., M.Si. and Almonika Cindy Fatika Sari, S.H., M.A., lecturers from the Department of Customary Law.

In this session, Mr. Sulastriyono, as the first resource person, explained Governor of the Yogyakarta Special Region Regulation No. 34 of 2017, which governs village cash land and the various rights and forms of use associated with it. Ms. Almonika then added information on planned amendments to the regulation.

Mr. Budi, as the third resource person, addressed licensing aspects, an analysis of village-level problems, and possible solutions. Based on discussions between the resource persons and the local village head, it emerged that Ngestiharjo Village faces issues including widespread illegal trading of Building Use Rights (Hak Guna Bangunan), illegal residential settlements, and brokering practices in the sale of village cash land. Potential solutions identified for the village include drafting village regulations and village/sub-district decrees that more specifically govern village cash land, clarifying sanctions, and adopting a digital village land bank system.

Beyond the resource persons from the Faculty of Law, Kejati DIY also presented on the duties and authority of its Civil and State Administrative Division. Beyond law enforcement, Kejati also carries out preventive efforts through outreach and accompaniment activities -- one example being this Datun Suluh Praja program. The session is therefore hoped to bring significant benefit to Ngestiharjo Village in addressing and managing the licensing and use of village cash land more effectively.
