UNSOED Lecturer Earns Doctoral Degree Through Research on Tabung Wakaf Indonesia

img_2772Siti Muflichah, S.H., M.H. earned her doctoral degree in law after successfully completing her doctoral promotion examination on Wednesday (15/9) at Room III.1.1, Faculty of Law (FH), Universitas Gadjah Mada (UGM). Siti, who is also a lecturer at Universitas Jenderal Soedirman (UNSOED), defended her dissertation entitled Regulation and Implementation of Cash Waqf: A Case Study of Tabung Wakaf Indonesia, Dompet Dhuafa Jakarta.

The open examination was chaired by FH UGM Dean Prof. M. Hawin, S.H., LL.M., Ph.D. Prof. Dr. Abdul Ghofur Anshori, S.H., M.H. served as the promoter, with Prof. Dr. Sudjito, S.H., M.Si. as co-promoter.

Siti focused her dissertation on cash waqf. In the background of her research, she noted that a nonprofit institution dedicated to managing cash waqf, Tabung Wakaf Indonesia (TWI), was established in 2001. TWI subsequently became the main subject of her research.

In her dissertation, Siti concluded that TWI’s implementation of cash waqf has provided adequate legal protection for wakif, or waqf donors. This is because TWI has carried out cash waqf certification in accordance with Article 62 of Law No. 41 of 2004 on Waqf. However, the legal status of individual or legal-entity recipients of cash waqf has yet to be clearly regulated in government regulations.

Another issue discussed during the open examination concerned TWI’s institutional structure. TWI operates under LAZIS (Dompet Dhuafa RI), an institution involved in zakat management. “To prevent the management of TWI and LAZ from being mixed together, I recommend establishing separate regulations so that waqf management can be carried out independently from LAZ management,” Siti explained.

After approximately 60 minutes of examination, Siti was declared to have passed with a Very Satisfactory distinction. She also became the 139th doctoral graduate of FH UGM. At the end of the examination, her promoter, Abdul Ghofur, reminded her to remain committed to the Tri Dharma of Higher Education: education, research, and community service. (Hanifa)
