Rifqi Ridlwan Nasir, a 2022 graduate student in the Faculty of Law at UGM, along with his team, held a legal outreach event titled “The Role of the Village Government in Overseeing the Use of Village-Owned Land for the Development of the Business Sector in Panggungharjo Village.” This event was held twice: on Tuesday, September 26, 2023, in Wedomartani Village, and on Monday, October 2, 2023, in Panggungharjo Village.
The outreach materials addressed issues surrounding village-owned land that frequently arise in the Special Region of Yogyakarta (DIY). Although the village government has received training on the regulations set forth in Special Region of Yogyakarta Governor Regulation No. 34 of 2017 concerning the Utilization of Village Land, problems still arise due to differing interpretations of the regulations by law enforcement officials, such as the Public Order Agency (Satpol PP) and the District Attorney’s Office.
One example of a problem lies in the vague definition of agricultural management in the Governor’s Regulation, which states that village-owned land may be used for both agricultural and non-agricultural purposes. However, the regulation does not provide a detailed explanation of the definition of agricultural management. For example, agricultural management in rural communities encompasses the construction of fish ponds, irrigation systems that support fisheries, and even the ornamental flower business. In addition, village administrators, including Village-Owned Enterprises (BUMDes), still face obstacles in developing their businesses due to regulatory uncertainty and limited resources
Rangkaian kegiatan dimulai dengan sambutan, diikuti oleh penyampaian materi yang mencakup pemahaman mendalam terkait peraturan yang berlaku. Sesuai semangat interaktif, dilaksanakan sesi tanya jawab untuk memberikan kesempatan kepada peserta untuk mengajukan pertanyaan dan berdiskusi lebih lanjut.
The series of activities began with opening remarks, followed by a presentation covering an in-depth understanding of applicable regulations. In the spirit of interactivity, a question-and-answer session was held to give participants the opportunity to ask questions and engage in further discussion.
It is hoped that the villages of Panggungharjo and Wedomartani will be able to use the information and insights gained from this event to optimize the use of Village Communal Land as a primary resource for developing the village business sector. Through the active role of the Village Government and the Village-Owned Enterprise (BUMDes), it is expected that the villages will develop more effectively and have a positive impact on the local economy.
