The Faculty of Law at Gadjah Mada University (FH UGM), in collaboration with the Ministry of Marine Affairs and Fisheries (KKP), has agreed to an Addendum to the Type II Self-Management Contract regarding the drafting of a Statement of Urgency and a Draft Government Regulation (RPP) on the Management of the Conversion of Post-Operational Offshore Oil Platforms into Reefs (Rig to Reefs) and Fish Farming (Rig to Fish Farm).
The agreement was signed on Tuesday (November 25, 2025) by Dr. Miftahul Huda, M.Si., in his capacity as Secretary of the Directorate General of Marine and Maritime Space Management and concurrently as the Authorized Signing Officer (PPK) of the Secretariat Unit of the Directorate General of Marine and Spatial Management at the Ministry of Marine Affairs and Fisheries (KKP), together with the Dean of the Faculty of Law at UGM, Dahliana Hasan, S.H., M.Tax., Ph.D.
This contract addendum is a follow-up to the collaboration between the two parties aimed at strengthening the legal framework for the management of offshore oil and gas platforms whose operational periods have expired. Through this collaboration, the UGM Faculty of Law plays a role in drafting the Statement of Urgency and the Draft Government Regulation, which will serve as the basis for national policy regarding the repurposing of platforms into artificial reefs and aquaculture facilities.
The purpose of this cooperation agreement is to support institutional development so that the parties can optimally carry out their respective institutional duties and functions. In addition, this cooperation also aims to support improvements in the quality of governance and development within the Ministry of Marine Affairs and Fisheries, while enabling the Faculty of Law at UGM to implement the Tri Dharma of Higher Education.
The primary objective of this cooperation agreement is to draft a Statement of Urgency and a comprehensive, applicable, and aligned with the principles of sustainable management of marine and fisheries resources.
Through this collaboration, the UGM Faculty of Law reaffirms its role as a strategic partner of the government in the development of public policy based on academic research, particularly in the fields of maritime law and the sustainable use of marine space. This aligns with the commitment to the Sustainable Development Goals (SDGs), particularly SDG 14: Life Below Water, SDG 13: Climate Action, and SDG 17: Partnerships for the Goals.
