UGM Faculty of Law Discusses the Strategic Role of Communities in Encouraging Sustainable Energy Transition Efforts to Support Net Zero Emissions

On Tuesday (11/11/2025), a lecturer from the Department of Public Administrative Law, Faculty of Law, Gadjah Mada University (UGM), Prof. Dr. Mailinda Eka Yuniza, S.H., LL.M., through the 2025 Lecturer Legal Research Grant (HPHD) program, held a legal outreach broadcast with the theme "The Strategic Role of Society as an Agent of Change in Encouraging an Adaptive and Collaborative Energy Transition Towards the Net Zero Emission (NZE) Target in 2060." This activity was broadcast live on TVRI Yogyakarta on November 11, 2025, featuring one of the national energy experts, Prof. Ir. Tumiran, M.Eng., Ph.D. The broadcast lasted for approximately one hour with an interactive and participatory discussion, providing a lively dialogue space between the resource person and the community. In this broadcast, the issue of the energy transition towards the NZE 2060 target was successfully discussed comprehensively from the perspective of law, public policy, energy techniques, and social aspects that are closely related to the daily needs of society.

The broadcast opened with an introduction to the urgency of the energy transition in addressing national and global challenges. Prof. Tumiran explained that Indonesia's dependence on imported oil and LPG has created long-term vulnerabilities, both fiscally and in terms of national energy security. He highlighted the fact that increasing fossil fuel production requires significant investment and advanced technology. Therefore, Indonesia needs to accelerate the implementation of renewable energy while expanding its supporting infrastructure. Prof. Tumiran also emphasized the need for changes in public behavior in managing daily energy consumption. He argued that the energy transition is not merely an elite project or a central government agenda, but rather a social process that requires active participation from the household, neighborhood, and local government levels.

In her presentation, Prof. Mailinda emphasized the importance of a clear regulatory framework that supports the acceleration of clean energy. She stated that Indonesia has abundant renewable energy potential, ranging from solar, hydro, wind, and biomass, but still requires regulatory support that is responsive, participatory, and adaptive to community needs. Prof. Mailinda emphasized that the success of energy transition policies is largely determined by the level of collaboration between the government, academia, the business world, and the community. He also outlined several existing legal instruments, such as an energy transition roadmap, regulations for increasing the renewable energy mix, and incentive schemes for clean energy users. However, he emphasized that these instruments need to be accompanied by strengthened public education to ensure they understand the long-term benefits of reducing fuel use and adopting clean energy.

This broadcast aligns with the UGM Faculty of Law's commitment to supporting various Sustainable Development Goals (SDGs). Specifically, this activity contributes to point 7 on clean and affordable energy, point 8 on decent work and economic growth, point 9 on industry, innovation, and infrastructure, and point 13 on climate change mitigation. Furthermore, the synergy between academics, government, the public, and the media in this activity also strengthens the implementation of SDG point 17 on partnerships to achieve global goals.

Through this legal outreach broadcast, the UGM Faculty of Law affirms its strategic role in promoting inclusive legal and energy literacy for the wider community. This activity not only increases public understanding of the urgency of the energy transition but also opens up a space for constructive dialogue to build a more environmentally conscious energy culture. Going forward, similar activities will continue to be strengthened as a manifestation of the real contribution of higher education institutions in supporting the national development agenda, expanding the role of society as agents of change, and accelerating Indonesia's steps towards the NZE 2060 target.
