Optimizing the Role of Kalurahan, UGM Lecturer Encourages the Formation of Village Regulations in Karanggayam Village

A legal outreach program was successfully conducted at the Community Hall of Karanggayam, Yogyakarta, with the theme "Addressing the Complexities of Juvenile Delinquency in Densely Populated Areas Around the UGM Campus Through the Formulation of Village or Kalurahan Regulations" on (25/9/2024). This outreach was part of the implementation of the Tri Dharma of Higher Education and aimed at contributing to the achievement of SDG Goal 16: Peace, Justice, and Strong Institutions. 

The legal outreach featured one of UGM’s Faculty of Law academics, Virga Dwi Efendi, S.H., L.L.M., from the Department of State Administrative Law. The event was attended by community leaders, village officials, and local residents, with the primary objective of finding comprehensive and implementable legal solutions to address social issues related to juvenile delinquency in densely populated urban areas. 

This outreach addressed the growing concern over the increasing juvenile delinquency in densely populated areas surrounding Universitas Gadjah Mada (UGM). The vibrant and diverse environment in these neighborhoods has led to various social challenges, including high rates of youth delinquency such as fights, drug abuse, and other criminal activities. These conditions demand a more comprehensive legal approach that involves all elements of society. The legal outreach aimed to develop a local policy, namely Village or Kalurahan Regulations, which can serve as a guideline for the community in preventing and addressing juvenile delinquency. 

The theme of this outreach is closely aligned with SDG Goal 16, which focuses on Peace, Justice, and Strong Institutions. The outreach emphasized the need for clear norms and rules to mitigate deviant behaviors that often contribute to insecurity in the surrounding environment. The formulation of Village or Kalurahan Regulations is expected to involve community participation to strengthen local institutions, including village and kalurahan governments.

This effort is consistent with the SDG’s goal of building responsive and accountable institutions. Involving the community in the rule-making process helps foster a sense of ownership and responsibility for the regulation’s implementation. This legal outreach also served as a platform to raise collective awareness on juvenile delinquency through dialogue between stakeholders, including village and kalurahan officials, as well as the broader community, to foster collaboration in creating effective solutions. 

The delivery of the material was presented in an interactive and engaging manner, facilitating fruitful discussions. Participants actively engaged in the outreach program by presenting cases from their respective areas. They expressed enthusiasm for the event and expressed hope for the creation of sustainable regulations for the village. The academic facilitator also provided clear and solution-oriented answers to the participants' questions. This legal outreach is expected to serve as a significant effort in strengthening inclusive and peaceful communities, safeguarding them from the dangers of juvenile delinquency. Therefore, the formulation of village regulations becomes crucial as a step toward addressing juvenile delinquency in the Special Region of Yogyakarta.
