Webinar “Quo Vadis Land Administration Following Law No. 11 of 2020”

Law No. 11 of 2020 on Job Creation (Omnibus Law on Job Creation) has generated various concerns regarding both its legislative process and substantive provisions. These concerns are closely linked to regulatory drafting practices that tend to emphasize procedural compliance rather than the formulation of sound public policy. In this context, the implementation of a Regulatory Impact Assessment (RIA) has become increasingly important as a means of improving the quality of legislation and regulatory frameworks.

Several provisions contained in Government Regulation No. 18 of 2021, which serves as an implementing regulation of the Job Creation Law, have been identified as potentially lacking in legal certainty and creating regulatory conflicts at the internal, horizontal, and vertical levels. A deeper understanding of the background and objectives underlying Government Regulation No. 18 of 2021 opens opportunities to formulate solutions to the legal uncertainties it creates, while also encouraging new perspectives on the development of land administration regulations that are more equitable and capable of ensuring legal certainty.

In commemoration of the 61st Anniversary of the Basic Agrarian Law (UUPA), this webinar was organized by the Faculty of Law, Universitas Gadjah Mada, through the Djojodigoeno Center for Customary Law Studies, in collaboration with the Faculty of Law, Universitas Andalas, through the Center for Agrarian and Customary Law Studies (PAgA).
