As part of a program to build capacity and expand academic knowledge, the Department of Agrarian Law at the Faculty of Law, Gadjah Mada University (FH UGM), conducted a visit to the Labuan Bajo-Flores Tourism Authority Executive Agency (BPOPLB-F) on Monday, June 23, 2025. The event took place at the BPOPLB-F office located at Jln. Soekarno-Hatta No. 88, Labuan Bajo, West Manggarai, from 9:00 a.m. to 12:00 p.m. WITA. The visit was attended by Dr. Jur. Any Andjarwati, S.H., M.Jur., Head of the Department of Agrarian Law at FH UGM; Prof. Dr. Nurhasan Ismail, S.H., M.Si.; Prof. Dr. Thomas Schmitz; Dr. Rikardo Simarmata, S.H.; Rafael Edy Bosko, S.H., M.IL.; and Anggita Mustika Dewi, S.H., M.Kn.
During the meeting, representatives from BPOPLB-F presented on the agency’s duties and functions, land ownership and utilization in strategic areas—including the status and management of Land Management Rights (HPL)—as well as the direction of tourism development in Labuan Bajo. The discussion also addressed key issues regarding area governance, institutional relationships with other parties such as local governments and the private sector, as well as land conflicts and water resource management in the surrounding region.
Through this visit, the Department of Agrarian Law at the Faculty of Law, UGM, aims to deepen its understanding of the dynamics of agrarian law in national priority tourism areas. It is hoped that the outcomes of these discussions and field findings will enrich teaching materials in the field of agrarian law, strengthen the link between theory and practice, and open up opportunities for collaboration between academics and practitioners.
This activity is part of the implementation of the Tri Dharma of Higher Education, specifically in the areas of education and community service. In addition, this visit also supports the achievement of Sustainable Development Goal (SDG) 4 on quality education and Goal 11 on inclusive, safe, resilient, and sustainable cities and human settlements.
In addition to supporting the achievement of Sustainable Development Goal (SDG) 4 on quality education and Goal 11 on inclusive, safe, resilient, and sustainable cities and human settlements, this initiative is also aligned with several other SDGs. Engagement in discussions on regional governance and water resource management reflects a contribution to SDG 6 on clean water and sanitation, which emphasizes the importance of equitable and sustainable water resource management. Furthermore, issues surrounding land conflicts and institutional relationships among stakeholders reflect relevance to SDG 16 on peace, justice, and strong institutions. Meanwhile, the collaboration between the Department of Agrarian Law at the Faculty of Law, UGM, and BPOPLB-F embodies the spirit of SDG 17, which promotes cross-sectoral partnerships in support of the sustainable development agenda.
