Dr. Khotibul Umam, S.H., LL.M. as the Secretary at Doctoral Law Study Program Faculty of Law UGM and Lecturer from Islamic Law Department Faculty of Law UGM had an opportunity to be an External Examiner for Evriza Bicerda Nasution’s Doctoral Defense, A doctoral student in the Islamic Law Program at the State Islamic University of North Sumatra (UIN Sumatera Utara), Medan, on August 26, 2024, presented her dissertation in a public defense titled: 'Regulation and Implementation of Halal Certification for Fashion Products in Indonesia (An Analytical Study of Law No. 33 of 2014 on Halal Product Assurance),' under the supervision of Prof. Dr. Asmuni, M.Ag., and Dr. Zulham, M.Hum.
In this opportunity, Dr. Khotibul Umam, S.H., LLM. asked a question towards Promovenda regarding the constitutional base from the halal certification and the the potential for implementing halal fashion certification among Indonesian society, which is characterized by ethnic, religious, and cultural diversity. Promovenda answered that the constitutional base for the regulation and appliance of halal certification is on the Article 29 of 1945 Constitution, and the potential for the halal certification for fashion is considered high, marked by the the rising popularity of contemporary Muslim fashion, which has become a preferred choice among Indonesia’s Muslim population.
In this dissertation, can be seen that the base for fashion in Islam is based on the syariat principle that covered the guidance in clothing for both woman and man, and should be in accordance with the criteria that have been stated. However, the current condition shows that implementation of halal certification for fashion products in Indonesia is considered low, opposing with the certification for food & beverages product.
