The Department of Administrative Law at the Faculty of Law, Gadjah Mada University (FH UGM), successfully hosted a guest lecture titled “The Promise and Pitfalls of Policy Rules” on Tuesday (October 28, 2025). The event took place from 9:00 a.m. to 11:30 a.m. WIB in Room 3.1.1 of Building III at the FH UGM. Prof. Dr. Mr. Albertjan Tollenaar, a full professor at the Faculty of Law, University of Groningen, the Netherlands, served as the keynote speaker.
During the guest lecture, Prof. Tollenaar provided an in-depth discussion on the dynamics of applying policy rules within modern administrative systems, including their potential benefits and risks regarding the effectiveness of public policy. The discussion was interactive, with high enthusiasm from the attending students and faculty, reflecting significant interest in issues of public policy governance and legal certainty.
This initiative is also in line with the UGM Faculty of Law’s commitment to achieving the Sustainable Development Goals (SDGs), particularly SDG 16 (Peace, Justice, and Strong Institutions), which emphasizes the importance of effective, transparent, and accountable public institutions. Through international collaboration and research-based policy publications, this initiative also supports SDG 17 (Partnerships for the Goals) by strengthening global cooperation between Indonesian and Dutch academics. Furthermore, by promoting inclusive and equitable law-based policy governance, this initiative contributes to strengthening a system of government oriented toward the public interest and the sustainability of national development.
