The Faculty of Law, Universitas Gadjah Mada (UGM), through its Legal Consultation and Aid Center (PKBH), in collaboration with TVRI Yogyakarta, once again held a legal education broadcast under the talk show program “Pro Justicia.” This edition focused on the theme “Preventing Misuse of Kalurahan Land Through Datun Suluh Praja Legal Services and the Suluh Praja Information System (SI-Suluh Praja).” The program aimed to enhance public understanding—particularly among village heads (lurah) and kalurahan officials across the Special Region of Yogyakarta (DIY)—regarding the proper utilization of kalurahan land in accordance with prevailing laws and regulations. At the same time, the event introduced the Suluh Praja program and its digital platform, SI-Suluh Praja, implemented by the Civil and Administrative Division (Datun) of the Yogyakarta High Prosecutor’s Office in collaboration with the Faculty of Law UGM across several kalurahan in DIY.
The Pro Justicia broadcast was recorded live from the TVRI Yogyakarta studio on Tuesday, August 12, 2025, from 10:00 to 11:00 WIB, and aired the same day from 15:00 to 16:00 WIB on TVRI Yogyakarta Channel. The discussion featured two key speakers: Dr. Dian Agung Wicaksono, S.H., LL.M., lecturer at the Department of Constitutional Law, Faculty of Law UGM, and Ye Oceng Almahdaly, S.H., M.H., Head of the Civil Administration Section at the Yogyakarta High Prosecutor’s Office.
In his presentation, Dr. Dian Agung emphasized the importance of strengthening awareness among village heads and kalurahan officials in managing and utilizing kalurahan land, which essentially belongs to the Kasultanan or Kadipaten. He underscored that compliance must begin with adherence to the latest regulation, the Governor’s Regulation of the Special Region of Yogyakarta No. 24 of 2024 on the Utilization of Kalurahan Land. This is particularly crucial given the recurring cases of kalurahan land misuse that have implicated village heads and related parties in corruption offenses.
Meanwhile, Ye Oceng highlighted that the Yogyakarta High Prosecutor’s Office, through its Datun division, has been actively conducting outreach and legal education through the Suluh Praja program, in partnership with UGM’s Faculty of Law, across multiple kalurahan. Beyond outreach, Datun also provides technology-based legal consultation services accessible to kalurahan officials through the online Suluh Praja Information System (SISULUHPRAJA) at (sisuluhpraja.kejaksaan.go.id).
Through this Pro Justicia broadcast, both speakers aimed to deliver comprehensive insights to kalurahan officials throughout DIY on the importance of understanding regulations governing the use of kalurahan land to prevent corruption-related practices. The collaboration between Datun and the Faculty of Law UGM also seeks to expand legal service accessibility for lurah and kalurahan officials by integrating in-person legal education under the Suluh Praja program with online legal consultation via SISULUHPRAJA. It is hoped that village heads and local officials will fully utilize these services to ensure compliance and good governance.
The implementation of this Pro Justicia edition is also aligned with the Sustainable Development Goals (SDGs), particularly Goal 11 on sustainable cities and communities, Goal 16 on peace, justice, and strong institutions, and Goal 17 on partnerships for achieving the goals.
