On Tuesday (November 7, 2023), Dr. jur. Any Andjarwati, S.H., M.jur., conducted a legal outreach session for officials of the Regional Development Planning Agency (BAPPEDA) of Kulon Progo Regency. This legal outreach session, titled “Smart Cities from an Agrarian Law Perspective,” is part of the implementation of the External Legal Outreach Grant organized by the UGM Center for Legal Consultation and Assistance.
The event was attended by Ir. Muh. Aris Nugroho, M.MA. as Head of BAPPEDA Kulon Progo; Ir. Robi Ampera as Secretary of BAPPEDA Kulon Progo; Fita Maharani, S.H., M.H., as Head of the Land Division at the Kulon Progo Regional Development Planning Agency (DPTR); and Sartana, S.ST., as Head of the Data and Information Section within the Control and Supervision Division at DPTR Kulon Progo.
“To achieve the Smart City concept, a comprehensive and accurate database is required. The database supporting the realization and implementation of the Smart City concept cannot be separated from the national agrarian law paradigm,” said Any Andjarwati. She also emphasized the need for a combination of top-down and bottom-up mechanisms in developing spatial planning systems to prevent ongoing conflicts.
The topic raised by the speaker reflects the Faculty of Law at UGM’s efforts to implement SDG 11, namely “Make Cities and Human Settlements Inclusive, Safe, Resilient, and Sustainable.” As a model that is inclusive, safe, resilient, and sustainable, the Smart City concept must be integrated with the deeply rooted national agrarian law so that the outcomes of Smart City development remain aligned with the noble values of Indonesian society.
