Click Safe, Fund Safe: Strategies to Prevent Phishing

Mahasiswa Pascasarjana Program Magister Hukum dan Program Sarjana Hukum Fakultas Hukum Universitas Gadjah Mada (UGM) menyelenggarakan penyuluhan hukum bertema Graduate and undergraduate students from the Faculty of Law, Universitas Gadjah Mada (UGM), organized a legal awareness program titled “Click Safe, Fund Safe: Strategies to Prevent Phishing.” The event was recorded on Tuesday, 13 August 2025, and broadcast through Pro Justicia on TVRI Yogyakarta on Tuesday, 26 August 2025. This program was a collaboration between the Master of Law and Bachelor of Law students at UGM, the Legal Aid and Consultation Center (PKBH) of the Faculty of Law UGM, and TVRI Yogyakarta. Kegiatan ini direkam pada Selasa (13/8/2025), dan ditayangkan melalui program Pro Justicia di TVRI Yogyakarta pada Selasa (26/8/2025). Acara ini merupakan hasil kolaborasi antara mahasiswa Magister dan Sarjana Hukum UGM, Legal Consultation & Assistance Center (PKBH) FH UGM, serta TVRI Yogyakarta.

Penyuluhan ini menghadirkan tiga narasumber dari bidang hukum dan teknologi, yakni Uni Tsulasi Putri, S.H., M.H. (Mahasiswa Doktor Ilmu Hukum UGM dan Dosen FH UAD), Dr. Norma Sari, S.H., M.Hum. (Dosen FH UAD), serta Aan Kurniawan, S.Kom., M.Kom. (praktisi forensik digital dan keamanan siber).

In her presentation, Uni Tsulasi Putri explained that phishing is a form of cybercrime in which offenders impersonate official institutions to obtain personal and financial information such as ID numbers, PINs, and OTP codes. Perpetrators often exploit emotional triggers to manipulate victims into clicking fraudulent links and disclosing sensitive data. Uni emphasized that victims should remain calm if they accidentally click on suspicious links. The immediate steps should include securing financial accounts, temporarily disabling online banking or e-wallet services, and resetting passwords for all essential platforms.

Dr. Norma Sari elaborated that phishing falls under the legal category of fraud or deceit, which is punishable under Indonesian criminal law. She underlined that consumers are the most vulnerable group, often unaware of their rights and obligations in the digital environment. Norma noted that Indonesia already has a solid legal framework for addressing cybercrime, including the Criminal Code (KUHP), the Electronic Information and Transactions Law (ITE Law), and the Personal Data Protection Law (PDP Law). However, legal enforcement must be accompanied by improved digital literacy and legal awareness among the public to strengthen data protection practices.

She also advised victims to immediately report incidents to the authorities while preserving their devices as digital evidence. Full reimbursement of stolen funds, she cautioned, is not always possible, as it depends on the degree of negligence and shared liability between the parties. Norma further reminded the public to avoid excessive data sharing, “oversharing”, which may open opportunities for cybercriminals to exploit personal information.

From a technical perspective, Aan Kurniawan described phishing as a form of social engineering, where attackers create fake websites or domains that closely resemble legitimate ones. Once victims click the link, malicious files, often in APK format, may infiltrate the device and grant unauthorized access to communication or banking applications.

Aan explained several warning signs of device compromise, including rapid battery drain, unexplained OTP requests, and suspicious messages being sent to personal contacts. He recommended that users verify links carefully, keep devices updated, and install reliable antivirus software. In case of an incident, users should turn off their device, contact their bank, and report the case to law enforcement without delay.

During the discussion session, participants raised questions about cross-border phishing investigations, legal recourse for victims, and methods to detect malicious applications. The speakers emphasized that effective prevention requires a combination of alertness, swift reporting, and proper digital evidence documentation.

Through this program, UGM law students aimed to strengthen public awareness of digital security and legal protection in an era where cybercrime has become increasingly sophisticated. The initiative also aligns with the Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education), by promoting digital literacy, and SDG 16 (Peace, Justice, and Strong Institutions), by reinforcing governance and legal frameworks in the digital realm.
