The Legal Aid and Consultation Center (Pusat Konsultasi dan Bantuan Hukum/PKBH) of the Faculty of Law, Universitas Gadjah Mada (FH UGM), in collaboration with the Government of Sumberagung Village, Kapanewon Jetis, Bantul Regency, and the High Prosecutor’s Office of the Special Region of Yogyakarta (DIY), convened a review session on the Sumberagung Village Regulation on Public Information Disclosure. The event was held at the Research Center Room, Building IV, FH UGM, on Wednesday, 10 September 2025, from 09:00 to 11:00 AM.
The main objective of this activity was to ensure that the village regulation on public information disclosure (Keterbukaan Informasi Publik/KIP) can be effectively implemented while delivering tangible benefits for the community. With the establishment of clear and structured regulations, it is expected that information access at the village level can become more open, transparent, and guarantee the public’s right to participate in development processes.
One of the keynote speakers was Hasrul Halili, S.H., M.A., a lecturer at FH UGM, who placed significant emphasis on three interrelated dimensions: transparency, participation, and inclusivity of vulnerable groups. According to him, public information disclosure should not be narrowly viewed as an administrative obligation of village governments. Rather, it must be understood as one of the fundamental pillars of democracy.
“Public information disclosure is a means to build trust, encourage citizen participation, and ensure that governance operates transparently and accountably,” stated Hasrul Halili. He further explained that public information disclosure allows citizens to access crucial information regarding public policies and services. This enables them not only to be informed but also to actively engage in decision-making processes and exercise oversight of governance at the village level.
Hasrul Halili also underscored the importance of inclusivity for vulnerable groups within the framework of information disclosure. Vulnerable groups—including persons with disabilities, communities with limited digital access, and those with specific socio-economic challenges—are often marginalized in terms of access to public information. Yet, their right to information is no less important than that of other citizens. “Public information disclosure must be experienced equally by everyone without exception. That is the essence of equitable openness,” he added.
Beyond theoretical perspectives, the discussion also highlighted the importance of aligning village regulations with higher-level legal instruments, particularly Bantul Regency Regulation Number 3 of 2024 on the Implementation of Public Information Disclosure. This synchronization is essential to ensure that implementation at the village level corresponds with both national and regional legal frameworks.
From a technical standpoint, the session also examined the readiness of human resources, infrastructure, and information technology utilization. These elements were considered crucial in guaranteeing that information channels—whether through notice boards, village websites, or digital media—remain accessible to all citizens without discrimination.
The benefits of this initiative extend beyond strengthening village administration. For the broader community, the existence of a structured regulatory framework is expected to enhance legal awareness, promote active public participation, and reduce the risk of information disputes that often arise due to restricted access.
Kegiatan review Peraturan Kalurahan Sumberagung ini juga sejalan dengan Sustainable Development Goals (SDGs) yang dicanangkan PBB. Pertama, kegiatan ini mendukung SDG 16: Perdamaian, Keadilan, dan Kelembagaan yang Tangguh melalui penguatan tata kelola pemerintahan lokal yang lebih transparan, akuntabel, dan inklusif. Kedua, aspek edukasi hukum dalam kegiatan ini berkaitan erat dengan SDG 4: Pendidikan Berkualitas, karena memberikan pemahaman langsung kepada masyarakat mengenai hak mereka atas informasi serta cara berpartisipasi dalam pembangunan desa. Selain itu, keterlibatan berbagai pihak mulai dari akademisi FH UGM, aparat pemerintah desa, hingga Kejaksaan Tinggi DIY, mencerminkan implementasi SDG 17: Kemitraan untuk Mencapai Tujuan, dengan membangun sinergi multipihak demi menciptakan tata kelola pemerintahan yang lebih adil dan berkeadilan sosial. Dengan demikian, kegiatan ini tidak hanya memperkuat aspek hukum dan administrasi, tetapi juga memberikan kontribusi nyata bagi pembangunan berkelanjutan di tingkat lokal.
The review session concluded with a shared aspiration that the Sumberagung Village Regulation on Public Information Disclosure will soon be formally enacted and consistently implemented. By doing so, Sumberagung Village, Kapanewon Jetis, Bantul Regency, is expected to serve as a model of transparent, participatory, and inclusive governance practices within the Special Region of Yogyakarta.
