On Saturday (19\/11), the Faculty of Law, Universitas Gadjah Mada (FH UGM), held a seminar entitled \u201cPatent Licensing and Its Benefits for Higher Education and Industry\u201d in Room 3.3.1, FH UGM. The event was organized by the Center for Intellectual Property Competition and Disputes Settlement Mechanism Studies (CICODS) and the Department of Commercial Law, FH UGM. The seminar featured five speakers from various backgrounds, including academia, professional practice, and government. Dr. Bambang Kesowo, S.H., LL.M., delivered the keynote address.<\/p>\n

Bambang Kesowo highlighted three main issues concerning patent licensing: policy, funding, and the availability of personnel with the technical expertise required to understand the aspects of an invention. Regarding funding, he offered three recommendations. First, regulations should provide inventors with a share of royalties when the patent holder is not the inventor. \u201cThis would ensure that the principle of fairness in the distribution of economic benefits is better realized,\u201d Bambang Kesowo added. Second, provisions on incentives for parties providing research funding should be improved. Third, the establishment of venture capital enterprises should be encouraged.<\/p>\n

Meanwhile, Dean of FH UGM Prof. Dr. Sigit Riyanto, S.H., LL.M., stated in his remarks that research conducted by universities represents an activity of \u201cturning money into knowledge.\u201d This can then be developed into \u201cturning knowledge into invention.\u201d \u201cThese inventions then require a legal framework, in this case, intellectual property rights,\u201d added the Professor of International Law. For universities, research resulting in inventions or patents can generate revenue. For industry, such inventions can be further developed into commercial products. \u201cA country\u2019s patents and licensing system reflect its position and competitiveness in the global community,\u201d Sigit Riyanto emphasized.<\/p>\n

The seminar was divided into two sessions. The first session featured three speakers: Stefano Thomy A., S.TP., M.H., Patent Examiner at the Directorate of Patents, Trade Secrets, and Integrated Circuit Layout Designs, Directorate General of Intellectual Property; Prof. M. Hawin, S.H., LL.M., Ph.D., Professor of Commercial Law at FH UGM; and Prof. Simon Butt, B.A., LL.B., Ph.D., Professor at Sydney Law School. The second session featured Indra Bachtiar, Ph.D., from the Stemcell and Cancer Institute, PT Kalbe Farma Tbk., and drg. Ika Dewi Ana, DDS., Ph.D., Professor at the Faculty of Dentistry, UGM.
