The Scientific Writing Competition (Lomba Karya Tulis Ilmiah\/LKTI) held as part of the Gadjah Mada Legal Research and Innovation (GALERI) 2016 competition reached its final round on Friday (29\/4). In the Debating Room, ten participating teams took turns presenting their scientific papers. The presentations addressed the overarching theme of GALERI 2016, namely the ASEAN Economic Community (AEC).\nThe participants\u2019 presentations were evaluated by a three-member panel of judges comprising a representative from the Ministry of Foreign Affairs, the Vice Dean for Research and Community Service, and a lecturer from the Faculty of Law UGM.<\/p>\n

The winners were announced by Fajri Matahati Muhammadin, S.H., LL.M., Chair of the GALERI 2016 Organizing Committee, on Saturday (30\/4) in Room III.1.1 of the Faculty of Law UGM. The delegation from Universitas Andalas (UNAND) won first place with a scientific paper entitled Regulating the Employment of Foreign Workers in Indonesia in the Context of the ASEAN Economic Community (AEC). Universitas Indonesia (UI) took second place with its paper entitled The Implementation of the ASEAN Common Visa as an Accelerator for ASEAN Tourism Development, while third place went to Universitas Padjadjaran (UNPAD) for its paper entitled Efforts to Protect and Utilize Traditional Cultural Expressions to Support Creative Economic Development in the ASEAN Region.<\/p>\n

The UNAND paper was presented by Ghina Naufaliza, Nurhaida, and Desti Suryani. The three students, who enrolled in 2014, explained the background behind their chosen topic, namely the lack of specific regulations governing foreign workers seeking employment in Indonesia at the time. Ghina explained that eight employment sectors required more specific regulation to manage the free movement of skilled workers under the AEC. These sectors were technicians, architecture, nursing, medicine, dentistry, engineering, accounting, and tourism services. The paper particularly highlighted the legal vacuum in the regulations governing foreign workers.<\/p>\n

In their paper, the UNAND delegation proposed the establishment of a ministerial regulation providing detailed provisions governing the eight employment sectors. They expected that the introduction of specific and stringent regulations would prevent Indonesian workers from being disadvantaged while enabling them to compete fairly with foreign workers.<\/p>\n

Nurhaida expressed her appreciation to the GALERI 2016 organizing committee for holding a national competition with such a fresh theme. She also noted that their achievement would not have been possible without the support of their senior colleagues, who were pursuing their master\u2019s degrees at the Faculty of Law UGM.
