{"id":7170,"date":"2016-03-18T00:51:56","date_gmt":"2016-03-18T00:51:56","guid":{"rendered":"https:\/\/law.ugm.ac.id\/?p=1057"},"modified":"2016-03-18T00:51:56","modified_gmt":"2016-03-18T00:51:56","slug":"indonesia-perlu-segera-menetapkan-indikator-kejadian-luar-biasa-demam-berdarah","status":"publish","type":"post","link":"https:\/\/law.ugm.ac.id\/en\/indonesia-perlu-segera-menetapkan-indikator-kejadian-luar-biasa-demam-berdarah\/","title":{"rendered":"Indonesia Needs to Immediately Establish Indicators for \u201cExtraordinary Events\u201d of Dengue Fever"},"content":{"rendered":"<p style=\"text-align: justify\"><a href=\"https:\/\/law.ugm.ac.id\/wp-content\/uploads\/sites\/9\/sites\/1043\/2016\/03\/Dinar.jpg\" rel=\"attachment wp-att-1058\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-1058 aligncenter\" src=\"https:\/\/law.ugm.ac.id\/wp-content\/uploads\/sites\/9\/sites\/1043\/2016\/03\/Dinar-300x200.jpg\" alt=\"Dinar\" width=\"600\" height=\"400\" \/><\/a><\/p>\n<p style=\"text-align: justify\" class=\"translation-block\">On Thursday (17\/03\/16), the second Bulaksumur Legal Discussion was held under the theme \u201cProtection and Management of a Good and Healthy Environment: An Environmental Law Study on Dengue Fever Outbreaks in the Special Region of Yogyakarta.\u201d Environmental Law lecturer, Mrs. Dinarjati Eka P., S.H., M.Hum., presented the findings of her research on the topic, accompanied by Mr. Totok Dwi Diantoro, S.H., M.A., LL.M., who moderated the discussion.<\/p>\n<p style=\"text-align: justify\">\n<p style=\"text-align: justify\">Public awareness regarding the importance of protecting and managing the environment is a key factor in preventing dengue fever outbreaks. The government, as a policymaker, formulates regulations aimed at overcoming dengue fever outbreaks. Policies issued by the government essentially serve as instruments to shape public awareness and encourage communities to prevent and control dengue outbreaks. At a certain level, if dengue fever cases increase significantly up to twofold, the government may classify dengue fever as an Extraordinary Event (Kejadian Luar Biasa\/KLB).<\/p>\n<p style=\"text-align: justify\">\n<p style=\"text-align: justify\">The first dengue fever case was identified in Manila, the Philippines, in 1953. In Indonesia, dengue fever cases were first reported in 1968 in Surabaya, where 58 patients were identified with 24 deaths (41.3%). Since then, Dengue Hemorrhagic Fever has tended to spread throughout the country and reached its peak in 1988, with 47,573 reported cases (incidence rate = 27.1 per 100,000 population) and 1,527 deaths (3.2%). As a result, 1988 became known as the year of the National Extraordinary Event of Dengue Hemorrhagic Fever. Nevertheless, until now there has been no established standard indicating when a region has exceeded the threshold of dengue danger. Existing quality standards are only applied to matters such as wastewater, ambient air, and environmental damage standards.<\/p>\n<p style=\"text-align: justify\">\n<p style=\"text-align: justify\" class=\"translation-block\">In addition to focusing on dengue prevention in densely populated areas, mitigation efforts are also carried out in public places such as schools, places of worship, and others. Beyond policy measures, the government has also provided persuasive appeals together with local communities to combat dengue fever. Several related studies have also been conducted. One of them was carried out in Gamping District (Sleman\u2013DIY) by a research team from the Faculty of Medicine UGM through the Eliminate Dengue Project by releasing mosquitoes to breed with Aedes aegypti mosquitoes. The program was reported to have successfully reduced the growth of Aedes aegypti mosquitoes and showed potential for reducing dengue outbreaks; however, until now there has been no dissemination of the research findings.<\/p>\n<p style=\"text-align: justify\">\n<p style=\"text-align: justify\">Substantively, government protection efforts toward citizens include encouraging communities to undertake dengue prevention and control measures through mosquito nest eradication movements (PSN); the 3M Plus movement; larviciding, fish cultivation, faucet installation, and bucket programs in every school, place of worship, public place, and business location; Friday Clean-Up Movements; government health office socialization programs; epidemiological investigations (PE); activating larva monitoring officers (jumantik) to inspect mosquito larvae; fogging when dengue cases are identified in a particular area; and providing easier access to healthcare services for dengue patients.<\/p>\n<p style=\"text-align: justify\">\n<p style=\"text-align: justify\">From an implementation perspective, several measures undertaken by the government include encouraging public awareness and discipline in maintaining clean living practices and environmental health movements such as implementing Clean and Healthy Living Behavior (PHBS), carrying out the 3M Plus movement, and organizing community clean-up activities. Meanwhile, several obstacles in controlling dengue outbreaks include: many residents still lacking understanding regarding the spread and cycle of dengue fever in their areas; limited public awareness of the latest regional policies related to dengue control; the decreasing activity of larva monitoring officers (jumantik) in several regions after being replaced by surveillance personnel; the absence of sanctions for residents whose bathtubs or water containers are found to contain mosquito larvae; the continued public perception that fogging alone is sufficient to prevent dengue fever; and the difficulties faced by underprivileged citizens in accessing healthcare services at hospitals, clinics, community health centers, or auxiliary health centers.
