The Family of Master of Law Students at the Faculty of Law, Universitas Gadjah Mada (KMMIH FH UGM), held a legal outreach program on \u201cCivil Society Movements and the Repressive Response of State Institutions\u201d on Wednesday, August 5, 2026. The program was organized as part of the Student Legal Outreach Grant Program through a collaboration between KMMIH FH UGM, the Legal Aid and Consultation Center of the Faculty of Law, Universitas Gadjah Mada (PKBH FH UGM), and Radio Republik Indonesia (RRI) Yogyakarta.<\/span><\/p>\n

The program featured Herlambang P. Wiratraman, Lecturer at the Faculty of Law, Universitas Gadjah Mada, and Zakiyah Maulida Kertawirja, representing KMMIH FH UGM, as speakers. The legal outreach was designed as a forum for legal education and public discussion concerning the relationship between civil society movements, freedom of expression, and state responses to various forms of public participation.<\/span><\/p>\n

The theme of \u201cCivil Society Movements and the Repressive Response of State Institutions\u201d was selected in response to contemporary developments in democracy and the rule of law, where civil society plays an important role in monitoring and influencing public policy. Civil society movements may take various forms, including expressing public demands, policy advocacy, demonstrations, and other forms of participation in the public sphere. In practice, however, such expressions may encounter state actions that have the potential to restrict civil liberties. Through the program, participants were encouraged to understand the limits of state authority in responding to civil society activities and the importance of safeguarding citizens\u2019 constitutional rights. The discussion also emphasized the availability of legal mechanisms to protect individuals and communities from potentially repressive actions, while encouraging citizens to understand their rights and responsibilities within a democratic society.<\/span><\/p>\n

The legal outreach was not merely aimed at delivering legal knowledge. It also sought to strengthen public legal awareness. A better understanding of constitutional rights, freedom of expression, and available legal remedies can enable citizens to participate more critically and responsibly in democratic processes. At the same time, the program provided law students with an opportunity to connect their academic knowledge with legal issues emerging in society.<\/span><\/p>\n

The program was initiated and promoted by the KMMIH FH UGM Legal Outreach Team, consisting of Moh. Hariyanto, Zakiyah Maulida Kertawirja, and Zanuar Nur Hidayat. Their involvement reflects the commitment of law students to bridge academic legal knowledge and society\u2019s need for accessible and understandable legal information.<\/p>\n

The program also contributes to the achievement of the Sustainable Development Goals (SDGs), particularly SDG 16: Peace, Justice and Strong Institutions, which promotes peaceful and inclusive societies, access to justice, and effective, accountable, and inclusive institutions. It is also relevant to SDG 4: Quality Education, through efforts to expand legal education and public legal literacy, as well as SDG 17: Partnerships for the Goals, through collaboration among KMMIH FH UGM, PKBH FH UGM, and RRI Yogyakarta.<\/p>\n

Through this legal outreach program, KMMIH FH UGM hopes to contribute to strengthening public legal literacy and awareness of the importance of protecting civil rights within a constitutional state. More broadly, the program is expected to encourage young people to actively contribute to strengthening democracy, upholding the rule of law, and fostering a culture of critical and constructive public participation.<\/span><\/p>\n
