The event was held on Tuesday, May 12, 2026, through a live broadcast of the Pro Justicia program on TVRI Yogyakarta, reaching a broad audience with practical information on the legal framework for disaster management. This activity was made possible through the collaboration of UGM Law graduate students, UGM Law undergraduate students, the Center for Legal Consultation and Aid (Pusat Konsultasi dan Bantuan Hukum\/PKBH) of the UGM Faculty of Law, and TVRI Yogyakarta.&nbsp;<\/p>\n\n\n\n<p>This legal outreach program featured three speakers with expertise in their respective fields. The first speaker was Nanda Vico Saeful Hakim, S.H., a student in the Master of Legal Studies program at Universitas Gadjah Mada, who presented an academic perspective on Indonesia\u2019s legal framework for disaster management. The second speaker was Agung Wicaksono, S.Sos., MPA., a representative from the Regional Disaster Management Agency (Badan Penanggulangan Bencana Daerah\/BPBD) of the Special Region of Yogyakarta, who provided a factual overview of disaster conditions and mitigation measures that have been implemented across Yogyakarta. The third speaker was Bikry Fathonah, an undergraduate law student at UGM, who spoke about the role of younger generations in addressing and educating communities on how to respond to natural disasters.&nbsp;<\/p>\n\n\n\n<p>Through this program, the speakers emphasized that disaster management cannot rely solely on technical approaches but must also be grounded in adequate legal understanding among the public. Law Number 24 of 2007 on Disaster Management affirms that every citizen has the right to receive protection, information, and education regarding disaster risks and the implementation of disaster management measures. The BPBD DIY representative also presented data on disaster events across the Special Region of Yogyakarta, encompassing threats such as Mount Merapi eruptions, tectonic earthquakes, floods, landslides, and various extreme weather events. An understanding of the legal rights and obligations of citizens in disaster situations was emphasized as crucial to enabling the public to actively participate in mitigation and preparedness programs organized by local government.<\/p>\n\n\n\n<p>The speakers also highlighted the relevance of the local wisdom philosophy \u201cEling lan Waspada\u201d \u2014 meaning awareness and vigilance \u2014 which has long been embedded in the culture of Yogyakarta\u2019s society as a form of collective consciousness toward potential risks. This value was integrated with the disaster law literacy approach so that efforts to build a disaster-resilient community could proceed in a more contextual and culturally grounded manner. The broadcast also provided a question-and-answer session for the audience on topics including evacuation procedures, access to early warning information, and the role of local communities in building disaster resilience at the village level.<\/p>\n\n\n\n<p>This legal outreach activity provided wide-ranging benefits for various stakeholders. Members of the public gained a heightened awareness of their legal rights in disaster situations and were encouraged to adopt more preparedness-oriented behaviors in facing potential disasters. Local government and BPBD DIY received support in the form of increased public participation in disaster mitigation and preparedness programs. For academics and students, this activity served as a meaningful form of community service through the dissemination of legal knowledge in a practical, applicable, and accessible manner for all segments of society.<\/p>\n\n\n\n<p>The implementation of this Pro Justicia broadcast is expected to support the realization of the Sustainable Development Goals (SDGs). In particular, this activity aligns with SDG 11 on Sustainable Cities and Communities, which emphasizes the development of inclusive, safe, resilient, and sustainable cities and settlements, as well as SDG 13 on Climate Action, which promotes the strengthening of community capacity to address climate change and natural disasters. The activity also contributes to SDG 16 on Peace, Justice, and Strong Institutions by expanding public access to legal information and justice, and to SDG 17 on Partnerships for the Goals through collaboration among academics, students, local government, disaster management agencies, and public broadcasting media. By providing accessible and inclusive legal education, this Pro Justicia broadcast is hoped to contribute to the creation of a Yogyakarta community that is more legally aware, adaptive, and resilient
