The event was held at the Auditorium of Building B, UGM Faculty of Law, and streamed online via Zoom Meeting. It formed the centrepiece of the 3rd Universitas Gadjah Mada Notary Law (UGMNL) Conference 2026.

The seminar was organized in response to the accelerating pace of digitalization, which has brought fundamental changes to the way agreements are formed and executed -- including the widespread use of electronic contracts and digital signatures. The event aimed to generate constructive thinking and practical recommendations for strengthening regulation, with a view to improving the quality of practice among Notaries and Land Deed Officials (Pejabat Pembuat Akta Tanah/PPAT) across Indonesia as they navigate the complexities of technology and cross-jurisdictional challenges.

The National Seminar was officially opened by Prof. Dr. Mailinda Eka Yuniza, S.H., LL.M, who also extended her congratulations to the finalists of the Contract Drafting Competition for the Prof. Sudikno Mertokusumo Trophy and the Deed Drafting Competition for the Prof. Sri Soedewi Masjchoen Sofwan, S.H. Trophy -- both of which formed part of the broader UGMNL 2026 competition series designed to strengthen graduates' competencies in contract law.

The seminar proceeded with presentations by three resource persons, each a recognized expert in their field: Noor Puspita Sari, S.H., M.Kn., Head of the Sub-Directorate for Land and Space Rights Maintenance at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), who addressed the electronic transformation of land services and the implications of digitalization for the operational mechanisms of PPAT in the registration and transfer of land rights; Prita Miranti Suyudi, S.H., M.Kn., Notary and PPAT, who outlined the developments in electronic contracts within notarial practice and the challenges of preserving the authenticity of deeds (akta) in the digital era; and Dr. Taufiq el Rahman, S.H., M.Hum., a Private Law academic, who offered a theoretical review of the development of contract law theory, a reinterpretation of the foundational principles of the law of obligations, and an analysis of the validity and evidentiary issues surrounding electronic contracts within the Indonesian legal system.

Following the substantive presentations, the moderator -- Dr. R.A. Antari Innaka Turingsih, S.H., M.Hum. -- opened the floor for an interactive discussion. Participants, comprising Master of Notarial Law students from universities across Indonesia as well as practitioners, engaged in in-depth exchanges on risk mitigation in digital contracts and the harmonization of regulations to build a legal system that is adaptive and responsive.

The organization of this National Seminar reflects the commitment of the UGM Faculty of Law's Master of Notarial Law Program to advancing the Sustainable Development Goals (SDGs). The event contributes to SDG 4 (Quality Education) by strengthening the academic and professional capacity of students and legal practitioners in understanding the transformation of contract law in the digital age. The discussions on the digitalization of land services, electronic contracts, and the adaptation of regulations to technological developments also support SDG 9 (Industry, Innovation, and Infrastructure) by encouraging innovation and the modernization of technology-based legal systems. From a legal governance perspective, the seminar is directly relevant to SDG 16 (Peace, Justice, and Strong Institutions) - as it emphasized the importance of legal certainty, the authenticity of electronic documents, and regulatory harmonization in building a legal system that is adaptive, accountable, and responsive to the needs of an increasingly digital society. The involvement of academics, government officials, practitioners, and students from across Indonesia also reflects the implementation of SDG 17 (Partnerships for the Goals) through multi-stakeholder collaboration in strengthening the development of notarial law in Indonesia.

Author : Program Director of the Master’s Program in Notarial Law, Faculty of Law, UGM.

Jumat, (8/5/2026), Program Studi Magister Kenotariatan telah menyelenggarakan acara Seminar Nasional yang bertajuk “Transformasi Hukum Kontrak dalam Praktik Kenotariatan di Era Digital”.
