Yogyakarta, April 21, 2026 \u2013 The Faculty of Law of Universitas Gadjah Mada (FH UGM), through the Center for Legal Consultation and Assistance (PKBH), conducted a cooperation visit to the Regional Office of the Attorney General of the Special Region of Yogyakarta (Kejati DIY) to discuss the continuation of cooperation under the Village Regulation Assistance Grant scheme. This meeting was held to ensure the technical implementation of village regulation drafting\u2014aiming to create regulations that are coherent, democratic, firm, and relevant to community life, while ensuring village representation as a form of bottom-up assistance in village regulation development.<\/p>\n\n\n\n
The meeting was attended directly by Prof. Dr. Heribertus Jaka Triyana, S.H., LL.M., M.A., Vice Dean for Research and Community Service; Virga Dwi Efendi, S.H., LL.M., Secretary of PKBH FH UGM; and fellow PKBH members. Also present were Mr. Arif Raharjo, S.H., M.H., Assistant for Civil and Administrative Affairs, and Agung Purwoto, S.H., M.H., Section Head, as representatives from Kejati DIY.<\/p>\n\n\n\n
Several important discussions covered a number of technical provisions in the drafting of village regulations, particularly regarding the benefits of the proposed themes and their hierarchy within the legislative framework. Relevant issues concerning village needs, duplication of themes, and synchronization between regulations also became key agenda points in determining the distribution of rights and obligations within this cooperation. \u201cThe Village Head is the representative of the people,\u201d said Arif Raharjo in his explanation regarding community participation through institutional mechanisms. <\/p>\n\n\n\n
Conducted in a constructive atmosphere, the meeting resulted in several agreements regarding the finalization of village regulation themes and the review mechanisms to be carried out by various stakeholders.<\/p>\n\n\n\n
The implementation of this cooperation visit to maximize the Community Service Grant scheme in the context of Village Regulations is a concrete manifestation of the Tri Dharma of Higher Education in supporting the realization of the Sustainable Development Goals (SDGs). In particular, it contributes to SDG 11 on Sustainable Cities and Communities through discussions on policy-making topics at the village level; SDG 16 on Peace, Justice, and Strong Institutions through the drafting of village regulations to strengthen the legitimacy of community life; and SDG 17 on Partnerships for the Goals through collaboration among parties using a multiple helix scheme to ensure capable and fair regulations for all stakeholders within the village area.<\/p>\n\n\n\n
