The Faculty of Law at Gadjah Mada University (FH UGM) participated in a Focus Group Discussion (FGD) on drafting the justification and the draft Presidential Regulation (Ranperpres) regarding the management of the repurposing of offshore oil platforms (AMLP) from Post-Operational Use into Reefs (Rig to Reefs) and Fish Farms (Rig to Fish Farm). This forum was organized by the Ministry of Marine Affairs and Fisheries through the Directorate General of Marine Management on Friday (October 24, 2025) at The Alana Yogyakarta Hotel.<\/p>\n\n\n\n
The event aimed to identify strategic issues, gather input from various ministries and agencies, and draft an initial urgency statement for the Ranperpres regarding the management of post-production AMLPs. Additionally, the forum was designed to foster synergy among stakeholders in the sustainable reuse of decommissioned platforms.<\/p>\n\n\n\n
The UGM Faculty of Law research team played an active role in gathering issues, information, and data that form the basis for policy formulation. This participation reflects the contribution of academics in strengthening the legal framework and governance of national marine resource management. The Rig to Reefs and Rig to Fish Farm programs are expected to maintain the balance of marine ecosystems while providing economic benefits to coastal communities.<\/p>\n\n\n\n
The UGM Faculty of Law\u2019s participation in this forum aligns with its commitment to the Sustainable Development Goals (SDGs), particularly SDG 14: Life Below Water, which focuses on the conservation and sustainable use of marine resources. Through the Rig to Reefs and Rig to Fish Farm programs, this initiative promotes the rehabilitation of marine ecosystems by transforming decommissioned oil platforms into artificial habitats that support biodiversity and enhance fisheries productivity. Additionally, these activities contribute to SDG 13: Climate Action by utilizing existing infrastructure to support the resilience of marine ecosystems against the impacts of climate change, such as coral reef damage and declining fish populations. Furthermore, the collaboration among government agencies, academics, and coastal communities fostered through this forum reflects the implementation of SDG 17: Partnerships for the Goals, by prioritizing a collaborative approach to building equitable, transparent, and environmentally sound marine governance.<\/p>\n\n\n\n
