The event aimed to educate and encourage the public to promptly convert Girik\/Letter C documents into Land Certificates as valid proof of ownership, thereby ensuring legal certainty in land matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">The outreach session featured three speakers: Dr. Ir. Margaretha Elya Lim Putraningtyas, S.T., M.Eng. (Head of the Kulon Progo Regency Land Office), Benny Prawira, AKS., M.Si. (Official at the DIY Regional Office of the Ministry of Law), and Theresia Pusvita Dewi, S.H. (Practicing Lecturer at the UGM Faculty of Law).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his presentation, Benny Prawira, AKS., M.Si., explained that various land-related issues\u2014such as land disputes, incomplete documentation, and incomplete registration\u2014are often caused by administrative noncompliance. He emphasized that orderly land administration is key to ensuring legal protection of land ownership, reducing the potential for misuse, increasing the economic value of land, and promoting planned regional development.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"473\" src=\"https:\/\/law.ugm.ac.id\/wp-content\/uploads\/sites\/9\/2025\/10\/mkn-2-1024x473.jpg\" alt=\"\" class=\"wp-image-35969\" srcset=\"https:\/\/law.ugm.ac.id\/wp-content\/uploads\/sites\/9\/2025\/10\/mkn-2-1024x473.jpg 1024w, https:\/\/law.ugm.ac.id\/wp-content\/uploads\/sites\/9\/2025\/10\/mkn-2-300x138.jpg 300w, https:\/\/law.ugm.ac.id\/wp-content\/uploads\/sites\/9\/2025\/10\/mkn-2-768x354.jpg 768w, https:\/\/law.ugm.ac.id\/wp-content\/uploads\/sites\/9\/2025\/10\/mkn-2-18x8.jpg 18w, https:\/\/law.ugm.ac.id\/wp-content\/uploads\/sites\/9\/2025\/10\/mkn-2.jpg 1378w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, Dr. Ir. Margaretha Elya Lim Putraningtyas, S.T., M.Eng., emphasized the importance of accelerating land legalization so that the public can obtain legal certainty regarding their land ownership. She explained that land registration can be conducted either systematically or sporadically in accordance with Government Regulation No. 24 of 1997 on Land Registration, under which a \u201cLetter C\u201d is an outdated document that serves only as a basis for administrative purposes and the payment of village taxes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Building on the previous presentation, Theresia Pusvita Dewi, S.H., explained that based on Article 96 of Government Regulation No. 18 of 2021 and Supreme Court Precedent No. 0234 K\/PDT\/1992, a \u201cLetter C\u201d is not a valid proof of land ownership but merely an administrative document. Therefore, conversion to a Land Certificate is crucial for obtaining legal certainty and protection. She also highlighted the vital role of the Public Notary (PPAT) in the legalization process through the preparation of authentic deeds to ensure the validity of ownership documents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">The issues raised in this outreach session are closely linked to the Sustainable Development Goals (SDGs) agenda, particularly SDG 1 (No Poverty) by promoting the conversion of Girik or Letter C into Land Certificates as an effort to provide legal certainty regarding land ownership rights, which in turn improves community well-being through access to financing and the economic utilization of land. This initiative also supports SDG 4 (Quality Education) through legal outreach that enhances the community\u2019s legal literacy regarding land rights and valid legalization procedures. Additionally, this initiative contributes to SDG 16 (Peace, Justice, and Strong Institutions) by strengthening transparent, accountable, and fair land governance to prevent disputes and bolster public trust in legal institutions. Furthermore, the implementation of this initiative reflects the fulfillment of SDG 17 (Partnerships for the Goals) through collaboration between the KMN Faculty of Law at UGM, the Kulon Progo Regency Government, and the Kulon Progo Regency Land Office\u2014as a manifestation of cross-sectoral synergy in realizing sustainable and socially just agrarian governance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through this initiative, the public is expected to gain a better understanding of the urgency of converting Girik\/Letter C documents into land certificates as a means of ensuring legal protection, increasing economic value, and preventing future land disputes.
