{"id":35777,"date":"2025-09-25T11:18:59","date_gmt":"2025-09-25T04:18:59","guid":{"rendered":"https:\/\/law.ugm.ac.id\/?p=35777"},"modified":"2025-09-30T11:38:24","modified_gmt":"2025-09-30T04:38:24","slug":"penguatan-literasi-data-pemilu-melalui-kemitraan-strategis-antara-fakultas-hukum-ugm-dengan-bawaslu-ri","status":"publish","type":"post","link":"https:\/\/law.ugm.ac.id\/en\/penguatan-literasi-data-pemilu-melalui-kemitraan-strategis-antara-fakultas-hukum-ugm-dengan-bawaslu-ri\/","title":{"rendered":"Strengthening Election Data Literacy through a Strategic Partnership between the UGM Faculty of Law and the Indonesian Election Supervisory Agency (Bawaslu RI)"},"content":{"rendered":"<p class=\"translation-block\">The Center for the Study of Democracy, Constitutional Law, and Human Rights (PANDEKHA) at the UGM Faculty of Law, in collaboration with the General Election Supervisory Agency of the Republic of Indonesia (BAWASLU RI), successfully hosted the event \u201cElection Oversight Literacy: Synergy Between Universities and Election Supervisors Through Data Literacy\u201d at the Auditorium of Building B, UGM Faculty of Law, Sleman, Wednesday (September 14, 2025), from 1:00 PM to 3:30 PM WIB. The event was attended by a diverse group of participants, including policymakers, academics, election oversight advocates, and students who contributed to the event\u2019s success.<\/p>\n\n\n\n<p class=\"translation-block\">The primary objective of this event is to strengthen synergy between Bawaslu and the academic community in promoting election oversight based on data, scientific research, and institutional reflection. Through the use of the Satu Data Portal and a book discussion, this event aims to create opportunities for collaboration in research, legal literacy, and the development of policy innovations rooted in empirical evidence.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Utilizing Bawaslu\u2019s Satu Data Portal: Strategic Collaboration for Research and Innovation<\/strong><\/h3>\n\n\n\n<p class=\"translation-block\">The first session in this series featured a presentation titled \u201cUtilizing Bawaslu\u2019s Satu Data Portal for Research and Innovation,\u201d which highlighted the importance of digital transformation in data-driven election oversight. The presentation was delivered by a representative from the Data and Information Center (PUSDATIN) of Bawaslu RI, who encouraged the UGM academic community to utilize the Bawaslu One Data Portal as an open-access resource for academic development and policy research.<\/p>\n\n\n\n<p>The Bawaslu One Data Portal provides a variety of datasets complete with metadata, open formats (CSV, JSON, API), and analytical functions that support in-depth data exploration. The types of data available include election administration, public participation, and the election vulnerability index. In his presentation, the speaker emphasized that data-driven elections require active contributions from universities, both in filling analytical gaps and in promoting evidence-based policy innovation.<\/p>\n\n\n\n<p class=\"translation-block\">The opportunities for utilizing this open data are vast, ranging from legal and policy research, statistical analysis and machine learning, studies on public participation, to scientific publications through the Data Insight Series (DIS) channel. To support optimal utilization, Bawaslu and UGM are currently drafting a Memorandum of Understanding (MoU) that covers the scope of joint research, the rights and obligations of the institutions, and mechanisms for disseminating research results.<\/p>\n\n\n\n<p class=\"translation-block\">Inter-institutional data integration is also a focus for future development, aimed at strengthening a transparent and participatory election oversight ecosystem. Potential research areas include analysis of election violation trends, studies on voter participation, vulnerability index mapping, and the application of machine learning to predict patterns of violations. Collaborative steps such as outreach, technical training, the signing of a cooperation agreement, the formation of a technical team, and monitoring and evaluation will serve as the foundation for sustained cooperation between UGM and Bawaslu.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Book Discussion: Dynamics of Election Oversight and Institutional Reflections on Bawaslu<\/strong><\/h3>\n\n\n\n<p class=\"translation-block\">The second session in this series featured a book discussion of \u201cDynamics of Election Oversight: The Role of Bawaslu and the Interplay of Interests\u201d by Dr. Puadi, S.Pd., M.M., moderated by Nuku Nugraha from Bawaslu RI. This book offers both an empirical and normative reflection on the election oversight practices carried out by Bawaslu, written by a practitioner actively engaged in academic activities.<\/p>\n\n\n\n<p class=\"translation-block\">In his presentation, Dr. Puadi emphasized that promoting data literacy in election oversight is a critical initiative that must continue to be encouraged. He described oversight as work at the center of a vortex of interests, where Bawaslu plays a crucial role in monitoring the interactions between the public, the General Elections Commission (KPU), political parties, and the government.<\/p>\n\n\n\n<p class=\"translation-block\">This book also serves as a basis for reflection in the revision of the Election Law, particularly in response to Constitutional Court Decision No. 135\/PUU-XXII\/2024 regarding local and national elections. The institutional strengthening of Bawaslu is a key focus, especially in the context of the Gakkumdu Center\u2019s handling of election violations. Dr. Puadi emphasized that administrative sanctions, such as the cancellation of candidacy, have a more significant impact than criminal sanctions in maintaining electoral integrity.<\/p>\n\n\n\n<p class=\"translation-block\">Prof. Dr. Agus Riswanto, S.H., M.H., Professor of Constitutional Law at the Faculty of Law, Sebelas Maret University, offered an academic response, describing this book as a major work that bridges political science and law. According to him, the orderly and accountable exercise of power requires a strong legal framework. The reflections in this book cover the concept of electoral integrity, which includes free elections, fair elections, and the unique institutional structure of elections in Indonesia involving the KPU, Bawaslu, and DKPP.<\/p>\n\n\n\n<p class=\"translation-block\">Dr. Heri Herdiawanto, S.Pd., M.Si., Dean of the Faculty of Social and Political Sciences at Al Azhar University Indonesia, raised reflective questions regarding the alignment of election implementation with the values of Pancasila. He also highlights the challenges in updating voter data and ensuring the neutrality of civil servants and the National Police, drawing on his experience as an election administrator at the local level and his expertise in political science.<\/p>\n\n\n\n<p class=\"translation-block\">Dr. Yance Arizona, S.H., M.H., M.A., Chair of PANDEKHA, commended Dr. Puadi\u2019s courage as a practitioner who has authored legal studies without a formal legal education. He cited this book as evidence of Bawaslu\u2019s openness in supporting research and institutional development. Yance also highlighted important issues such as access to election data, campaigning in educational settings, money politics, women\u2019s quotas, and legal interpretations that impact regional head candidacies.<\/p>\n\n\n\n<p class=\"translation-block\">This election oversight literacy initiative is also aligned with the United Nations\u2019 Sustainable Development Goals (SDGs). First, this event contributes to SDG 16: Peace, Justice, and Strong Institutions, by strengthening data-driven election oversight, transparency, and institutional accountability. Second, through academic discussions, legal literacy, and collaborative research, this initiative supports SDG 4: Quality Education, as it provides a space for critical learning among students, academics, and civil society. Furthermore, the collaboration between the UGM Faculty of Law, Bawaslu RI, and experts from various universities reflects the implementation of SDG 17: Partnerships for the Goals, by emphasizing the importance of multi-stakeholder synergy in building an inclusive and sustainable democratic system.<\/p>\n\n\n\n<p>This session concluded with the hope that this event would provide an interdisciplinary perspective on the conduct of elections and the strengthening of electoral democracy in Indonesia.
