Dr. Muhammad Fatahillah Akbar, S.H., LL.M., a lecturer in the Department of Criminal Law at the Faculty of Law, Gadjah Mada University (FH UGM), served as the keynote speaker at the Thursday Afternoon Seminar on Thursday (September 11, 2025) at the UGM Campus Mosque. The event, themed \u201cRecurring Police Violence: Is It Protected by Law?\u201d, served as a forum for public dialogue among the academic community and the general public. Dr. Akbar\u2019s participation underscored FH UGM\u2019s commitment to actively engaging with legal issues that directly impact the public interest.<\/p>\n\n\n\n

In his presentation, Dr. Akbar emphasized that the Indonesian National Police (Polri), as a constitutional institution, does indeed hold a crucial mandate to maintain security and enforce the law. However, this significant mandate must be balanced with effective oversight to prevent the abuse of authority. He cited examples of excessive use of force during the handling of protests and certain legal cases that have harmed citizens.<\/p>\n\n\n\n

Furthermore, Dr. Akbar outlined a concrete solution in the form of reforming the Criminal Procedure Code (KUHAP) to include a stricter judicial scrutiny mechanism. Under this mechanism, any coercive measures taken by police officers must be authorized by a judge to prevent legal violations. In addition, he emphasized the need for an independent oversight body\u2014such as the Independent Office for Police Conduct in the United Kingdom or the Special Investigation Unit in Canada\u2014as a model that could be adapted in Indonesia.<\/p>\n\n\n\n

The participation of the UGM Faculty of Law, through Dr. Akbar, in this discussion also supports the implementation of the Sustainable Development Goals (SDGs). First, SDG 16 (Peace, Justice, and Strong Institutions), as police reform aims to build a fair, transparent, and accountable legal system. Second, SDG 10 (Reduced Inequalities), by ensuring that all citizens receive equal legal protection without discrimination. Third, SDG 4 (Quality Education), as this forum serves as a platform for public education to enhance legal and human rights literacy among the community.<\/p>\n\n\n\n

Through this active role, the UGM Faculty of Law reaffirms its position as an academic center that makes tangible contributions to national legal development. The presence of faculty members such as Dr. Akbar demonstrates that the university does not limit itself to the academic realm but is also present within the community to offer solutions to current legal issues. Thus, the UGM Faculty of Law serves as a bridge between academic research, public policy, and the needs of the broader community in realizing a more just and sustainable legal system.<\/p>\n\n\n\n
