On Wednesday (May 21, 2025), the UGM Faculty of Law, through its Legal Aid Consultation Center (PKBH), held an important event at the Anambas Islands Regent\u2019s Office. The event included the signing of a Memorandum of Understanding (MoU) and a legal awareness session titled \u201cEnhancing Legal Awareness to Achieve Excellent Health Services.\u201d<\/em> The MoU was signed between the Anambas Islands Regency Government and the UGM Faculty of Law, as a form of shared commitment to facilitating legal aid in the health sector. This collaboration is a concrete step to support the continuity of Community Service activities that have been carried out over the past two terms in the region.<\/p>\n\n\n\n

The MoU was signed by Dr. Heribertus Jaka Triyana, S.H., LL. M., M.A., as the Vice Dean for Research, Community Service, and Information Systems at the Faculty of Law, UGM, and Yessie Arriesandy, S.Farm., M.HKes., as the Head of the Office of Health, Population Control, and Family Planning of the Anambas Islands Regency. The scope of the MoU covers the provision of legal assistance in the form of legal consultation and representation by the UGM Faculty of Law through the PKBH to the Anambas Islands Regency Government via the Anambas Islands Regency Office of Health, Population Control, and Family Planning for legal cases in the health sector, both litigation and non-litigation. With this MoU, it is hoped that superior health services can be realized in Anambas Islands Regency.<\/p>\n\n\n\n

Following the signing of the MOU, the UGM Faculty of Law, together with doctorSHARE and in collaboration with the Anambas Islands Regency District Attorney\u2019s Office, held a legal awareness session with the theme \u201cRealizing Excellent Legal and Health Services.\u201d <\/em> Participants in this event came from various backgrounds, including government officials, law enforcement officers, members of the Health, Population Control, and Family Planning Agency, hospital directors, and heads of community health centers from across the Anambas Islands Regency. The session began at 9:00 a.m. with opening remarks and an introduction by Dr. Heribertus Jaka Triyana, S.H., LL.M., M.A., who also served as moderator throughout the event. The session continued with a presentation of the material and an interactive discussion between the speakers and participants.<\/p>\n\n\n\n

Dr. Richo Andi Wibowo, S.H., LL.M., was the first speaker to present on the topic \u201cQuality Decision-Making and Government Contracts\u201d<\/em>, sharing a number of case studies from both local and national practices. The second session was led by Bayu Indra Sukma, S.H., Head of the Asset Recovery and Evidence Management Unit, who provided a detailed explanation of \u201cMedical Dispute Resolution\u201d<\/em> through both litigation and non-litigation channels. Next, Tutuk Utomo Nuradhy, as Chairman of the Board and Executive Director of doctorSHARE, presented the topic \u201cConcepts of Health Service Delivery in the DPTK Region\u201d<\/em> by sharing best practices from doctorSHARE\u2019s direct field experience. The final presentation was delivered by Dr. Airin Liemanto, S.H., LL.M., who discussed the importance of \u201cProtection of Personal Health Data\u201d<\/em>, with an emphasis on preventing patient data breaches and applying the principle of due diligence in its management.<\/p>\n\n\n\n

Participants in the legal education session included the Assistant for Government and Public Welfare, all staff of the Health, Population Control, and Family Planning Office, hospital directors, and heads of community health centers within the Anambas Islands Regency, particularly in the Tarempa area of Siantan District. The UGM Faculty of Law PKBH team was accompanied by Adetia Surya Maulana and Ruth Jessieca Margareth Togar, who served as part-time<\/em> staff. Meanwhile, one of the doctorSHARE volunteers, Dr. Andromeda Murrata Putri\u2014who is also an alumna of the UGM Faculty of Law\u2019s Master\u2019s Program in Health Law\u2014joined the effort to share her experiences providing healthcare services in areas with limited access to medical care.<\/p>\n\n\n\n

The Q&A session was conducted interactively until the event concluded at 12:00 PM WIB. Healthcare workers in Anambas Islands Regency asked many questions about the healthcare service issues they have encountered so far. Meanwhile, the speaker from the UGM Faculty of Law provided answers regarding the relevant theories and regulations, the speaker from doctorSHARE discussed the best practices<\/em> they have been implementing, and the speaker from the District Attorney\u2019s Office addressed the practical implementation of these solutions in the field.<\/p>\n\n\n\n

It is hoped that the signing of this MOU and the legal awareness campaign will support the Sustainable Development Goals<\/em> (SDGs), particularly Goal 3 on health, Goal 10 on reducing disparities in health services in DTPK and 3T regions in Indonesia, and Goal 17 on strengthening partnerships to achieve better outcomes.<\/p>\n\n\n\n
