In the event, initiated by the National Committee for Islamic Economics and Finance (KNEKS), Dr. Khotibul Umam, S.H., LL.M., a lecturer from the Department of Islamic Law, Faculty of Law, UGM, served as the second speaker during the afternoon session. Another lecturer, Dr. Hartini, S.H., M.Si., also moderated the series of FGD events.

The FGD carried the theme "Strengthening National and Regional Sharia Economic and Financial Regulations in Preparation of the Draft Law on Sharia Economic Development." The purpose of this FGD was to formulate a Problem Inventory List (DIM) as the initial basis for developing recommendations for the Sharia Economic Development Bill.

From the presentations of all FGD speakers and responses from participants, particularly from the KNEKS (National Sharia Economic Development Council), it can be concluded that the proposed Sharia Economic Development Bill needs to clarify its position within the regulatory landscape of sharia economic activities, including the position of the institutions to be established within the sharia economic ecosystem. This is considering that hundreds of sharia economic regulations currently exist in various forms, including laws, presidential instructions, presidential regulations, ministerial or institutional regulations, fatwas, regional regulations, and others, in addition to the existing KNEKS institution.

Dr. Dece Kurniadi, S.H., M.M., Deputy Director of Legal Affairs for Sharia Economic Development at KNEKS, emphasized the importance of the existing sharia economic institutions and their regulations. With the enactment of Law Number 59 of 2024 concerning the 2025-2045 National Long-Term Development Plan (RPJPN), which regulates the strengthening of the sharia economy, a dedicated institution is needed to coordinate, synchronize, and harmonize legislation both vertically and horizontally, as well as formulate policies to accelerate the development of sharia economic activities.

This event, initiated by KNEKS (Indonesian Financial Services Authority) in collaboration with the Yogyakarta Special Region Financial Services Authority (OJK), involved several groups from the Central Government, Regional Governments, academics, practitioners, and the Regional Committee for Sharia Economics and Finance (KDEKS) of the Special Region of Yogyakarta Province.

Dinavia Tri Riandari, Deputy Director of PUJK Behavioral Supervision, Education, Consumer Protection, and Strategic Management Services at the Yogyakarta Special Region Financial Services Authority (OJK), opened the FGD, followed by presentations from the speakers.

BAPPENAS presented material entitled "Strengthening Sharia Economic Regulations in the 2025-2045 National Medium-Term Development Plan (RPJPN) and the 2025-2029 National Medium-Term Development Plan (RPJMN). This was followed by a presentation from academics, including Dr. King Faisal Sulaiman, SH, LLM (academic from the Faculty of Law, Muhammadiyah University of Yogyakarta), entitled "Main Ideas and Recommendations of the Focus Group Discussion on the Sharia Economic Development Bill."

Next, the material was delivered by Prof. Dr. Ridwan, SH, M.Hum., from the Faculty of Law, UII. He presented a paper entitled "The Sharia Economic Development Bill: An Administrative Law Perspective." In this first session, Drs. Agus Triyanta, M.A., M.H., Ph.D. (a legal expert from the Faculty of Law, UII) provided an overview of the Sharia Economic Development Regulation (the Sharia Economic Development Bill).

The second (afternoon) session, following the break, began at 1:00 PM WIB with a presentation entitled "Review of the Compilation of Sharia Economic Law and the Sharia Economic Dispute Resolution Institution as Input for the Sharia Economic Development Bill" by Bagya Agung Prabowo, S.H., M.Hum., Ph.D. (Faculty of Law, UII).

The second speaker in the afternoon session was Dr. Khotibul Umam, S.H., LL.M., an academic from the Department of Islamic Law, Faculty of Law, Gadjah Mada University (UGM), who presented a presentation entitled "Regulatory Support for Business, Entrepreneurship, and the Halal Industry, as well as Capital Support from the Sharia Financial Services Sector."

The presentation continued with a presentation. from Dr. Abdul Qoyum, S.E.I., M.Sc.Fin., an academic from the Faculty of Islamic Economics and Business, UIN Sunan Kalijaga Yogyakarta and an overview by Dr. R. Kartiko Adi Wibowo, SE., MM, an academic and practitioner entitled "Review of Sharia Social Finance (including zakat, infaq, sedekah and waqf - ZISWAF) as input and recommendations for the contents of the Sharia Economic Development Bill".

Writer : Mastri Imammusadin (Department of Islamic Law)
Editor: Public Relations

Dosen Departemen Hukum Islam Fakultas Hukum UGM berpartisipasi aktif dalam kegiatan Focus Group discussion (FGD) yang diadakan di Kantor Otorotas Jasa Keuangan (OJK) Daerah Istimewa Yogyakarta pada Jumat, (27/9/ 2024).
