{"id":22078,"date":"2023-09-26T10:32:17","date_gmt":"2023-09-26T03:32:17","guid":{"rendered":"https:\/\/law.ugm.ac.id\/?p=22078"},"modified":"2023-09-29T10:55:25","modified_gmt":"2023-09-29T03:55:25","slug":"fh-ugm-diskusikan-pro-kontra-penggusuran-wilayah-parangkusumo","status":"publish","type":"post","link":"https:\/\/law.ugm.ac.id\/en\/fh-ugm-diskusikan-pro-kontra-penggusuran-wilayah-parangkusumo\/","title":{"rendered":"UGM Law School Discusses the Pros and Cons of the Eviction in the Parangkusumo Area"},"content":{"rendered":"<p><span style=\"font-weight: 400\">The UGM Faculty of Law, through the Center for Law and Social Justice (LSJ), held the second installment of the book discussion series \u201cHearing the Voices of Victims\u201d on Thursday (September 21, 2023). On this occasion, the LSJ had the opportunity to collaborate with the UGM Student Executive Board (BEM KM), DEMA Justicia, and the Forestry Student Association (LEM Kehutanan). The event, held at the UGM Faculty of Law Auditorium, aimed to foster empathy for those whose rights have been denied and to broaden perspectives on justice and human rights within the realm of education. This aligns with Sustainable Development Goal (SDG) 4\u2014quality education\u2014and SDG 16\u2014peace, justice, and strong institutions.<\/span><\/p>\n<p class=\"translation-block\">The book discussed in this series is titled \u201cSmall Notes from a Small Person for a Small Person,\u201d written by Kawit. Kawit himself is one of the victims of the eviction that took place in the Parangkusumo area. In addition to Kawit, this discussion featured three other speakers: Rikardo Simarmata from the Djojodigoeno Center for Customary Law Studies at the Faculty of Law, UGM; Eko Teguh Paripurno from the Center for Disaster Research and Mitigation at UPNVYK; and Stevanus Hizkia, Chair of DEMA Justicia.<\/p>\n<p><span style=\"font-weight: 400\">In this discussion, the focus is on the pros and cons of land ownership by the Royal Palace, particularly in Yogyakarta. This is a long-standing issue that has been reignited by the evictions in the Parangkusumo area.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cAs far as I recall, there have been six evictions in Parangtritis\u2026 starting in 2007. They\u2019ve used various terms to avoid making it sound like an eviction. There\u2019s \u2018evacuation,\u2019 \u2018reorganization,\u2019 \u2018restructuring,\u2019 and \u2018enforcement.\u2019 If any residents refuse, they\u2019re labeled as not wanting to be \u2018reorganized.\u2019 This means residents defending their rights are equated with people who don\u2019t want to be \u2018reorganized\u2019 or \u2018regulated.\u2019\u201d Kawit shared his account of the evictions. \u201cHundreds of homes have been demolished since 2007, and many residents still haven\u2019t been provided with alternative housing,\u201d Kawit continued during the discussion.\u00a0<\/span><\/p>\n<p class=\"translation-block\">Eko Teguh opined, \u201cIt is the government\u2019s obligation to reorganize the area, ensuring that residents are provided with alternative housing.\u201d The discussion concluded that the pros and cons regarding the sultanate\u2019s land have always existed and no common ground has yet been reached; the solution simply requires correction. Land ownership disputes can only be resolved through mutual respect between the community and the palace.<\/p>\n<p class=\"translation-block\">We must collectively recognize that land rights, when fully controlled by those other than the people, are part of deeply rooted feudal practices. What good is the economy if the people themselves are dying? Efforts to develop tourism should respect residents\u2019 socioeconomic rights and preserve the community\u2019s traditional knowledge regarding access to coastal resources.
