His dissertation is entitled Regulation of Regional Tax Management within the Framework of Regional Autonomy.<\/p>\n<p style=\"text-align: justify\">The examination panel consisted of Prof. M. Hawin, S.H., LL.M., Ph.D., as Chair of the Examination Committee; Prof. Dr. Muchsan, S.H., as Promoter; Prof. Dr. Siti Ismijati Jenie, S.H., CN., as Co-Promoter; and six other lecturers serving as members of the examination panel.<\/p>\n<p style=\"text-align: justify\">In his dissertation, Kadar examined three main issues: the regulation of regional tax management within the framework of regional autonomy, the obstacles affecting the regulation of regional tax management, and the appropriate regulatory policies to support the implementation of regional autonomy.<\/p>\n<p style=\"text-align: justify\">During the examination, the Promoter asked about the parameters Kadar used to determine the variables examined in his dissertation. In response, the Purbalingga-born scholar explained that his research focused on two variables, namely regional tax management and the implementation of regional autonomy. Both variables were examined from the aspects of planning, implementation, and evaluation.<\/p>\n<p style=\"text-align: justify\">Based on his research and analysis, Kadar concluded that decentralization and regional autonomy policies, as stipulated in legislation on regional government, serve as the basis and reference for regional governments in managing regional taxes. The authority of regional governments in managing regional taxes has also been clearly and comprehensively regulated by legislation.\nHowever, regional governments remain required to follow the direction of the central government in formulating regional taxation policies.
