As a unitary state, Indonesia is divided into provinces, which are further divided into regencies and cities. Each province, regency, and city has its own regional government with the authority to administer its affairs based on the principles of regional autonomy and co-administration.<\/p>\n<p style=\"text-align: justify\" class=\"translation-block\">Regional governments are authorized to establish regional regulations (Peraturan Daerah\/Perda) as a legal basis for administering government and development at the local level. At the same time, legislation provides mechanisms for reviewing regional regulations through several institutions: the Minister of Home Affairs through executive review, the Supreme Court through judicial review, and regional legislative councils through legislative review. Executive and judicial reviews may result in the annulment of a regional regulation, while legislative review may lead to its amendment or repeal.<\/p>\n<p style=\"text-align: justify\">\u201cReview is one form of oversight,\u201d said Dr. Abdul Aziz Nasihuddin, S.H., M.M., M.H., during his open doctoral examination on Saturday (20\/8) at Room III.1.1, Faculty of Law, Universitas Gadjah Mada (FH UGM). The lecturer at the Faculty of Law, Universitas Jenderal Soedirman (FH Unsoed), successfully defended his dissertation entitled \u201cJudicial Review of Regency\/City Regional Regulations by the Supreme Court and Its Impact on Regional Empowerment.\u201d<\/p>\n<p style=\"text-align: justify\">\u201cKetiga <em>review<\/em> itu seharusnya sekarang ini dihidupkan kembali secara berimbang\u201d, tandas dosen Hukum Tata Negara ini. Menurut Abdul Aziz Nasihuddin, <em>legislatif review<\/em> meninjau tentang kebijakan, <em>eksekutif review<\/em> meninjau tentang adminisrasi, sedangkan yudikatif review meninjau tentang yuridisnya. \u201cSehingaa apabila ketiga-tiganya ini diharmonisasikan, maka kemudian itu akan menjadi lengkap\u201d, imbuh Abdul Aziz Nasihuddin.<\/p>\n<p style=\"text-align: justify\" class=\"translation-block\">Abdul Aziz Nasihuddin further explained that the judicial review of regency and city regulations had yet to contribute significantly to regional empowerment. According to him, the Supreme Court's review has focused primarily on the legal aspects of regional regulations without sufficiently considering the distinctive characteristics and needs of each region.\n\u201cThe review conducted so far has tended to disadvantage regions,\u201d said Abdul Aziz Nasihuddin.
